the said owner or owners shall refuse to select a disin-
terested person as aforesaid upon ten days notice given
to him, her or them by the said commissioners, then
the said commissioners, or a majority of them, shall
proceed forthwith to select two disinterested persons;
and in case the said persons shall fail to agree upon
and ascertain the amount of such damages, they shall
select a third person as umpire, whose award or that of
any two of them, certified in writing under their hands
and seals, shall be final, and the said commissioners
shall thereupon levy and assess upon the taxable prop-
erty of said town, and cause the same to be collected
and paid to the parties entitled thereto, the said dam-

payable by reason of the removal of the said house
or houses, and the straightening and widening of said
streets, lanes and alleys; and they may also cause the
streets, lanes and alleys of said town to be paved, and
may farther cause a register to be made and kept, and
from time to time corrected, of all persons entitled to
vote in said town.

Levy to build

81. Sub-Sec. 1. The commissioners of the town of
Easton are hereby authorized and empowered to raise
by a levy on the taxable property of the town of Eas-
ton, the sum of three thousand dollars in manner fol-
lowing, that is to say: the sum of fifteen hundred dol-
lars to be levied and collected on or before the first day
of September, eighteen hundred and seventy; and the
further sum of fifteen hundred dollars to be levied and
collected on or before the first of May, eighteen hun-
dred and seventy-one; for the purpose of erecting a
new market house in said town, to be collected as other
taxes are collected in said town.
