FISH.
1870, c. 165 adds the following:

100. Sub-Sec. 1. It shall not be lawful for any per-
son or persons to whip or beat the waters of Mill creek,
or the waters of Principio creek, in Cecil county, with
poles, sticks or any other thing, for the purpose of driv-
ing fish into seines, nets, fish-baskets, or any other con-
trivance for catching fish.

Sub-Sec. 2. Any person or persons violating the pro-
visions of the preceding section of this act, and who
shall be convicted before a justice of the peace of Cecil
county, for the same, shall forfeit the boats, nets, seines
and other fixtures used by such offender or offenders
at the time of so violating the same; and the proceeds
of the sale of such forfeited property or fixtures, after

deducting the costs of prosecution, shall be paid, one-
half to the informer, and the other half to the school
commissioners of Cecil county, for the benefit of the
public schools of said county.

1870, c. 363 authorizes the governor to appoint one additional justice of the peace
for the seventh election district.
NORTH-EAST.
1870, c. 100 repeals sections 114 to 133 inclusive and enacts the following in lieu
thereof:

114. The citizens of the village of North-East, in
Cecil county, are a body politic, by the name of " The
President and Commissioners of the village of North-
East, " and by their corporate name may sue and be
sued, grant, receive and do all other acts as natural
persons; may purchase and hold real, personal and
mixed property, and dispose of the same for the bene-
fit of said village, and may have and use a common
seal, which may be broken and altered at pleasure.
