CECIL COUNTY. [ART. 8.

Voters.

115. All free white male citizens of said village
above the age of twenty-one years, who shall have
been bona fide residents thereof during the space of
six months, and shall have resided in the state twelve
months next preceding the election, shall, on the third
Monday in March annually, at the town hall in said

village, elect five judicious and discreet persons, who
shall have resided within the limits of said village for
at least twelve months next preceding the election,
commissioners for said village.

How elections
conducted.

116. All such elections shall be conducted as shall
be from time to time directed by the by-laws of the
corporation, not inconsistent with the laws of the state.

Commission-
ers' oath.

117. Every commissioner so elected shall, before he
enters upon the duties of his office, take an oath before
some justice of the peace of the county that he will
diligently and faithfully, according to the best of his
judgment, perform the duties of a commissioner of the
said village, without favor, partiality or prejudice, and
a certificate of such qualification 'shall be made and
returned by said justice to the said commissioners, to
be filed and recorded among their proceedings.

Vacancy, how
filled.

118. If any of the said commissioners shall die, re-
sign or remove from the said village, or be otherwise
disqualified during the year for which he may be elected,
an election to fill the vacancy, the time and manner of
holding which shall be prescribed by the commission-
ers, shall be held, at which all persons qualified, as
hereinbefore mentioned, shall be entitled to vote.

Failure to elect,
not to work for-
feiture.

119. If the inhabitants of said village shall at any
time neglect to make an election at the time required
by this article, the power of electing commissioners
shall not therefore cease, but shall continue the same
as though such election had been made, and the pre-
sident and commissioners for the time being shall con-
tinue and remain in office until such election shall be
held.

Meetings of
commissioners

120. The commissioners so elected may meet and
adjourn from time to time, as they may think proper,
and shall at their first meeting, which shall be within
