Sub-Sec. 2. Such tax shall be collected and paid to
the treasurer by the collector, by them annually ap-
pointed, who shall have power to distrain therefor as
the collector of the county assessment has to distrain
for the same, and the mayor and common council shall

require the said collector to enter into bond with suffi-
cient security to the said board for the true and faith-
ful performance of his duties as such, which said bond
shall be liable as collectors' bonds are under the laws
of the state, and the said mayor and common council
shall fix the compensation of such collector.

Sub-Sec. 3. The mayor and common council may,
whenever they think the public interest requires it,
cause an assessment to be made of all the property in
said corporation, subject to an assessment as aforesaid
by three competent persons as assessors by them ap-
pointed, and said mayor and common council shall
prescribe the manner in which such assessment shall
be made, and provide for adjusting all deficiencies in
relation to such assessment and do all other things
necessary for making such assessment.

28. The mayor and common council shall appoint a
competent person as treasurer, whose duty it shall be
to take proper care of the finances of said corporation,

and who shall give a bond with security, which shall
be approved by said mayor and common council, for
the true and faithful performance of his duties as trea-
surer of said corporation.

29. The mayor and common council or a majority
of them, shall have, power to make all such by-laws,
regulations and ordinances not inconsistent with the
laws and constitution of this state, as from time to
time they may deem wise, equitable and expedient,
other than that which is hereinafter specified, for the
comfort, health, convenience, safety and prosperity of
the town and its inhabitants, to restrain or license
theatrical or other public exhibitions and amusements
