not taxed by the state within the limits of the cor-
poration, or the prevention and extinguishment of fire
in said town; to license and prevent dogs from run-
ning at large in said town, and for taxing them, and
for the dispatch Of all those having no recognized
owners; to license and prevent swine, geese and ducks
from running at large in the streets; for the preven-
tion and removal of all nuisances, preservation of
health and suppression of vice and immorality within
the limits of the town.

Bailiffs.

30. The said council or a majority of them, shall
have power annually to appoint a bailiff or bailiffs,
whose duty it shall be to preserve the peace and good
order of said town, and for this purpose he or they

31. Three members of the board shall constitute a
quorum for the transaction of business, and neglect or
non-use, shall not work a forfeiture of this charter.

Power of cor-
poration to pave
streets, &c.

32. Sub-Sec. 1. The mayor and common council may
grade and pave streets and lay flag stones across the
same, and require the owners of lots, in front of which
such grading or paving is to be done, to do the same
at their own expense.

Sub-Sec. 2. If any owner of a lot shall neglect to
pave the same for the space of two months after notice
has been given by the mayor, the common council may
direct the mayor to cause the same to be done, and the
expense thereof shall be a lien on such lots, and may
be recovered as other debts of like amount.

Police regula-

33. Sub-Sec. 1. The mayor and common council may
pass all ordinances necessary for the good government
and general police of the town, and enforce the obser-
vance of such ordinances by fines and penalties not
exceeding twenty dollars for any one offence.
