qualify by section six of article sixty-eight of the code,
and a failure to qualify within two weeks after their
election shall be deemed a refusal on the part of the
party failing, to accept the office to which he has been
elected.

27. Sub-Sec. 1. All property within said limits ex-
cept occupied as churches and schools, and the property
owned, by Daniel and Jacob lodge, I. O. O. F., shall be
subjected to such taxes and charges as may be deemed
necessary by said mayor and common council or a ma-
jority of them, to support and maintain the expenses
which may, at any time, be incurred in the improve-
ment of said town, and for other corporate purposes
not exceeding twenty cents on every hundred dollars
