MANCHESTER.
1870, c. 135 incorporates the town of Manchester as follows:

22. The inhabitants of Manchester, in Carroll
county, are a body corporate by the name of the
mayor and common council of the corporation of
Manchester, and by that name may sue and be sued,
may purchase and hold real and personal and mixed
estates, and dispose of the same for the benefit of said
town, and may have and use a common seal, which
may be altered at pleasure.

23. The limits of the town of Manchester shall em-
brace all that tract of land, called the German church;
also, all that tract called New Market, lying contiguous
to each other, as originally laid out in lots; but as the
aforesaid bounds do not include all the buildings in
said town, it shall be the duty of the first mayor and
common council elected to extend the limits by causing

the same to be surveyed and stoned; also, a plat and
certificate fully describing the bounds of the corpora-
tion, to be returned to the clerk of the circuit court of
Carroll county for record.

24. Sub-Sec. 1. The white male citizens of Man-
chester, of the age of twenty-one years and upwards,
and who have resided within the limits of the corpo-
ration for the space of six months next preceding the
election, shall, on the first Saturday of April in each
and every year, at such place as directed by the mayor
and common council, between the hours of. twelve
o'clock M., and four o'clock P. M., elect a mayor and

five councilmen, of the age of twenty-five years and
upwards, and who are each the owner of a house and
lot therein, and have resided there twelve months next
preceding the election, and in case of a tie vote at any
election, the mayor shall give ten days notice of a new
election, to decide the choice between them.

Qualification.

Sub-Sec. 2. The mayor and common council, or a
majority of them, may meet from time to time, as the
occasion may require, upon the business of the town,
