sioners may contract with some person at a fair
price to level, repair and pave the same, and charge
the expense thereof to the owner of such property,,

any time, so they be made in accordance with some
general plan, to be laid down by the corporation.

87. The commissioners may make and enforce all
such by-laws, regulations and ordinances, not con-
trary to law, as they may deem wise, equitable and
expedient for the comfort, health, convenience and
prosperity of the town and its inhabitants, for the
prevention and removal of all nuisances, preservation
of health and suppression of vice and immorality
within its limits.

To levy and
assess taxes
|
33 The commissioners shall have power to levy
and assess an equal tax on all real and personal pro-
perty within the limits of said corporation, including
dogs, to such an amount as may be deemed necessary
for the purposes of the corporation, which tax shall
be collected and paid to the president by a collector
by them appointed, and the said collector shall have
power to distrain therefor as the collectors of county
taxes, and the commissioners shall fix the term of
office, responsibility and compensation of said col-
lector.

Treasurer to
give bond.

39. The president of the commissioners shall be
treasurer of the corporation, and shall give bond to
the commissioners with security to be approved by
them in such penalty as they shall prescribe, con-
ditioned for the faithful performance of his duty as
treasurer, and shall receive and pay away moneys
according to the ordinances of the commissioners, or
a majority of them, and shall report to them at least
every three months what disposition he has made of
the same.

40. The president shall have all the powers of a
justice of the peace in criminal cases when the com-
missioners are a party, and shall receive the same
