of said lot of ground, the commissioners shall give
notice thereof, by advertisement inserted at least
twice a week, three successive weeks, in two daily
newspapers of said city ; the lot shall be sold to the
highest bidder for cash, and on receipt of the pur-
chase money, they or a majority of them, shall exe-
cute a deed to the purchaser, vesting in him the
state's interest in the property, and they are author-
ized to appropriate the net proceeds of sale towards
the purchase and fitting up of the new lot, together
with such additional sum not exceeding ten thou-
sand dollars, at the maximum as may be requisite;
which sum of ten thousand dollars, or so much
thereof as shall be necessary, is hereby appropri-
ated for the purpose out of any money in the
treasury not otherwise appropriated, and the comp-
troller shall issue his warrant to the treasurer there-
for, on the requisition of the said commissioners or
a majority of them, payable to their order; the
governor may fill the vacancy caused by the death,
resignation, neglect, or refusal to act of any com-
missioner, and the commissioners shall be allowed
in their accounts to be rendered, with proper vouch-
ers to the comptroller, all their legitimate and proper
expenses, but no compensation for their personal ser-
vices in the premises, but the said scales shall be
located at such places inside the city limits as will
be convenient to both the Reisterstown and Fred-
erick roads.

422. They shall severally account for, under
oath, and pay over to the treasurer quarterly, all
moneys, received by them as inspectors, after re-
taining for their services two-thirds of all moneys
received under the four hundred and thirteenth
section, and one-fifth of all moneys received under
the four hundred and twentieth section of this
article.
