shall seal the operating lever of each voting machine against further opera-
tion, with the numbered metallic seal provided for that purpose, and they
shall then unlock and open the door covering the dials in the presence of
all of the judges and clerks and such duly accredited watchers and chal-
lengers who may lawfully be within such polling place, giving full view of
the numbers registered on the tabulating devices or dials of each machine.
The two clerks shall each take a duplicate form of statement of votes cast
and shall enter thereon the serial number of the voting machine and the
result of the voting as the same shall be read in a distinct and loud voice,
in the order of the offices or questions as they appear on the ballot labels,
by two judges of election of opposite party affiliation to each other, who
shall in each case announce the designating number and letter, if any,
on each set of dials or tabulators, and the figures registered on each dial.
The entries on said statements shall be made by writing out the figures
in words at length, followed by the corresponding numerical characters.
The figures so recorded on each statement shall be verified by having the
other two judges of election, who did not take the original reading of the
tabulators, make a similar inspection of the dial readings and a similar
announcement of their findings; after which the same process shall be
repeated for each voting machine in said polling place, with separate dupli-
cate statements of votes cast for each machine. During such tabulation of
the vote the counting compartment of the machine shall remain open so
that the dial readings are exposed to view, and the statements of votes cast
shall not be signed by the judges and clerks until all of the duly accredited
watchers and challengers and other persons lawfully within such polling
place shall have had a reasonable opportunity to examine the dials on the
voting machine or machines, and the entries on the said statements, and
to call attention to any apparent discrepancies; after which the said judges
and clerks shall make any corrections which a majority of the judges of
election shall decide to be necessary, and thereafter the judges and clerks
of election shall place their signatures at the bottom of each such state-
ment, and shall then prepare a general return (if there is more than one
voting machine used) containing a recapitulation of the entries on the state-
ments of votes cast, which general return shall also be signed by the
judges and clerks, in duplicate. The judges of election shall then pro-
claim the result of the voting, as provided in Section 117 of this Article,
and shall then close and lock the counting compartment door of each
machine and remove the keys from each machine. One of such keys for
each machine shall be placed in a sealed envelope bearing the serial num-
ber of the machine and the precinct and district number and be placed in
the custody of one of the judges who had charge of the registers. The
other key for each machine shall be placed in a separate sealed envelope
bearing the serial number of the machine which said key fits, and the pre-
cinct and district number, and be placed in the custody of the other judge
who had charge of the registers. Each of said judges shall also take one
of the duplicate copies of each statement of votes cast and of the general
return, if any, after the said statements have been divided into two sets,
and each set enclosed in a sealed envelope bearing the signatures of the
judges and clerks; one envelope to be addressed to the Clerk of the
Circuit Court for Montgomery County, the other to be addressed to the
County Commissioners of Montgomery County. The judges who have
charge of the register of voters shall also take charge of the packages con-
taining voters' certificates; and the meeting of said judges and clerks shall
