1937, ch. 337, sec. 224F.

287. (Duties of Election Officials.) The judges and clerks of election
appointed for polling places in Montgomery County wherein voting ma-
chines may be installed shall meet at their respective polls on election day at
least one-half hour before the opening of the polls, and shall then inspect
the equipment furnished, and if at least two judges of election of opposite
party affiliation are present, they shall open the envelope containing the keys
to each voting machine and shall unlock the counter compartment and ascer-
tain whether the tabulating devices are all set at zero (000), and whether
the numbered seal on the operating lever is unbroken, and that the number
thereon is identical with the number certified on the envelope containing
the said keys. They shall also compare the number appearing on the dials
of the exposed counter designed to register every consecutive operation ,of
the machine, with the reading thereof noted on the said envelope containing
said keys. They shall inspect the face of the machine to make sure that
the proper ballot labels are in the proper places, and that the machine is
otherwise ready for use. If after such inspection the said judges shall find
the machine to be in proper order, they shall sign a certificate to that effect,
which shall be returned to the Supervisors of Elections with other equip-
ment; and after signing such certificate they shall remove the metal seal
on the operating lever at the time set for the opening of the polls, and
said lever shall then be operated only by duly qualified voters for the pur-
pose of registering their respective votes. One of the clerks of Election
shall issue to each voter found upon the registers to be qualified, an official
voter's certificate on a form provided by the Board of Supervisors of Elec-
tions, whereon said clerk shall enter a number corresponding with said
voter's number on the poll book, the name of the voter, and the original
signature or initials of said clerk, written in ink. At the same time the
other clerk of election shall enter on the poll book the number and name
of the voter to whom such voter's certificate was issued. The two judges
of election not in charge of the registers shall be in charge of the opera-
tion of the voting machines, and they shall permit no one to register a vote
upon any voting machine unless the voter applying to them shall produce
and surrender to them or one of them an official voter's certificate duly
signed or initialed by the clerk; and in the event any voter shall leave the
voting machine booth without registering a vote the judge holding such
voter's certificate shall endorse a memorandum of that fact on the certifi-
cate of such voter, and sign his name; and at the close of the polls the
judges in charge of the voting machines shall account for all certificates
surrendered to them, to be returned to the Board of Supervisors of Elections
wrapped and sealed in a package marked "Surrendered Voters' Certifi-
cates," bearing the signatures of the judges and clerks. The unused and
spoiled voters' certificates shall be wrapped and sealed in a separate pack-
age, marked "Unused, and Spoiled Voters' Certificates," bearing the sig-
natures of the judges and clerks; and likewise returned to the said Board
with other election equipment.

288. After the time provided for the closing of the polls, and after all
qualified voters then within the polling places have had an opportunity to
register their respective votes, the judges of election serving in polling
places in Montgomery County wherein voting machines may be installed
