574 ARTICLE 43.

independent practice of architecture for a period of ten or more years.
The first appointments hereunder shall be made on or before the first day
of July, 1935, upon which date the term of office shall begin. The term
of office of said members shall be five years, except that upon the first
appointment one of said members shall be appointed for a term of one
year, one of said members shall be appointed for a term, of two years, one
of said members shall be appointed for a term of three years, one of said
members shall be appointed for a term of four years, and one of said
members shall be appointed for a term of five years, and thereafter as
the term of each member shall expire the Governor shall appoint his.
successor for a term of five years, any vacancy occurring at any time in
the personnel of the Board shall be filled by the Governor's appointing
a successor for the unexpired term. The Governor shall designate as
Chairman of the Board one of the members so appointed by him. The
members of the Board shall receive no salary per diem and shall be
entitled to receive their necessary and proper expenses for travel and
otherwise, out of the monies available therefor in the hands of the Board.
The Board may appoint, discharge at pleasure, and fix the compensation
of the Secretary and such clerical force as from time to time in its judg-
ment may be necessary in the administration of this sub-title if and when
it shall have funds available for the payment of such persons, and may
require any such employee to give bond with surety approved by and in
a sum to be fixed by the Board. Each member of the Board of Examiners
and Registration of Architects shall take the oath of office as prescribed
by the Constitution of the State of Maryland.

398. Duties of Board. The Board of Examiners and Registration of
Architects shall have the power to make rules and regulations to carry out
the provisions of this sub-title and when made and promulgated shall have-
the same effect as if said rules and regulations were contained in this
sub-title. The said Board shall also hold at least two meetings per year
and as many other meetings as may be necessary for the purpose of
conducting examination of candidates for registration.

They shall keep a record of all of their proceedings and make an annual
report to the Governor of the State, and shall also have power to adopt
a seal.

All expense incurred by members of the Board of Examiners and
Registration of Architects shall be paid out of the revenue derived from
the various sources incident to the administration of this sub-title and in
accordance with the rules and regulations adopted by said Board. They
shall not have the power to incur any expense to bind the State of Mary-
land for any obligation or the payment of any money or funds, it being
the intent of this sub-title that the entire expense for administering the
affairs of said Board shall be paid out of the income derived from licenses,
and fees as herein provided.
