each Chiropractor a "Renewal Form" which shall require that each Chiro-
practor at time of renewal must give satisfactory evidence of his or her
good character and reputation in practice during preceding year. Nothing
in this sub-title shall be construed so as to require that the receipts shall
be recorded as original licenses are required to be recorded.

Architects.

1935, ch. 309, sec. 389.

395. Only Qualified Persons to Hold Themselves Out as Architects.
It is hereby declared that in order to safeguard life, health, public safety
and property and to promote the public welfare by requiring that only
properly qualified persons shall hold themselves out as architects or use
the designation of "architect" in the State of Maryland, such person shall
be compelled to submit evidence that they are qualified to practice archi-
tecture and shall be registered as hereinafter provided.

396. Definition of Practice of Architecture. The practice of archi-
tecture as used in this sub-title shall consist of giving or offering to give
for a consideration by any person unbiased advice to clients concerning
the selection of site, the aesthetic or structural design of buildings, the
repair or alterations to existing buildings, or any other service in connec-
tion with the planning or supervision of construction of buildings where
the consultant charges for knowledge and skill and has no prejudicial inter-
est in the project either as owner, contractor, or producer or seller of ma-
terial. Architect, as used in this sub-title, is defined to mean any person
who holds himself out as able to perform or who does perform any
professional service, such as consultation, investigation, planning, includ-
ing aesthetic and structural design, or responsible supervision of construc-
tion, in connection with any private or public buildings, structures, or
projects, or the equipment or utilities thereof, or the accessories thereto
wherein the safeguarding of life, health or property is concerned or in-
volved, when such professional service requires the application of the art
and science of construction based upon the principles of mathematics,
aesthetics and the physical sciences. Nothing in this sub-title shall be
construed to apply to the principles of real estate practices, such as ap-
praising, evaluating or estimating the value of real property in any form.

397. Board of Examiners and Registration of Architects. The Gov-
ernor is hereby authorized and directed to appoint five competent persons,
citizens and residents of the State of Maryland, who shall constitute a
Board of Examiners and Registration of Architects.

Said Board shall be comprised of five members to be Architects of
recognized standing, at least three of whom shall be graduates of approved
schools of Architecture and all of whom shall have been engaged in the
