940 ARTICLE 4.

hereof provided that after any such appointment is once made the posi-
tion shall become subject to all the laws, rules and regulations governing
the classified City service, and any subsequent appointment to such posi-
tion shall be made by the head of the Bureau.

No person in the classified City service employed by any officer, board,
commission, department, bureau or other municipal agency, the powers
and duties of which are transferred to some other department or bureau
by the provisions hereof, shall be deprived of his or her position and classi-
fication by the provisions hereof, but all such persons shall be transferred
to the new department or bureau established under the provisions hereof.
These provisions, however, shall not apply to any person now in the classi-
fied service who may be appointed by the Mayor, with the consent of the
City Council, as head of a bureau.

G.

No officer, board, commission, department, bureau or other agency of
the City Government shall hereafter perform any work or services of the
same general character as that assigned or transferred to the Department
of Public Works, or any bureau thereof, under the provisions hereof,
without special authority therefor granted by the Board of Estimates,
or by any ordinance of the Mayor and City Council.

All engineering work, and all work related to water supply, the con-
struction and maintenance of highways, sewers, buildings and structures
of every description and character; all work of a mechanical or electrical
character; all designing, planning, surveying, testing, and the handling
of transportation and hauling equipment shall be performed by the Depart-
ment of Public Works for all of the other officers, boards, commissions,
departments, bureaus or agencies of the City Government, unless other-
wise provided by the Board of Estimates or by ordinance of the Mayor
and City Council.

Nothing in this paragraph (G) shall be construed to apply to the Board
of Park Commissioners.

H.

No expenditure for any new improvement shall be made out of any
appropriation in the Ordinance of Estimates from the tax levy or from
any loan funds, unless the plans for such improvement are first submitted
to and approved by the Board of Estimates.

OPERATIONS ASSIGNED TO OR PERFORMED BY DEPART-
MENT OF PUBLIC WORKS.
