hereof, all books, papers, maps, charts, plans, records, documents and all
supplies, equipment and other property of any kind whatsoever in the
custody of the same, or of any member or officer thereof, shall be deliv-
ered to and shall vest in the department or bureau to which the rights,
powers, duties, obligations and functions of the agency so abolished or
superseded are transferred; and whatever part of the rights, powers,
duties, obligations or functions of an existing office, board, commission,
department, bureau or other municipal agency is transferred to another
department or bureau, then the books, papers, maps, charts, plans, records,
documents and all supplies, equipment and other property of any kind
whatsoever relating to the rights, powers, duties, obligations or functions
so transferred shall be delivered to and shall vest in the department or
bureau to which such transfer is made.

D.

All applications, hearings and other proceedings pending before any
officer, board, commission, department, bureau or other municipal agency
hereby abolished or superseded, and all prosecutions, legal or other pro-
ceedings and investigations begun by or before any such agency so abol-
ished or superseded and not completed at the time of the taking effect
hereof, shall continue and remain in full force and effect, and may be
completed before or by the department or bureau which succeeds to the
agency so abolished or superseded, to the same extent that such agency
itself could have done had the same not been abolished or superseded.

E.

All orders, rulings and regulations made in accordance with law by
any officer, board, commission, department, bureau or other municipal
agency hereby abolished or superseded, shall remain in full force and
effect until revoked or modified in accordance with law by the depart-
ment or bureau which succeeds to the fights, powers, duties, obligations
and functions of such agency so abolished or superseded.

F.

The provisions contained in Part I hereof relating to the qualifications
of Chief Engineer or heads of bureaus shall not operate to bar any per-
son holding a position as head of any office, department, board, commis-
sion or other agency of the City Government from an appointment and
re-appointment by the Mayor as Chief Engineer or as head of the bureau
to which the powers, duties and functions of his present position are
transferred under the provisions hereof.

Any person now holding a position, by appointment of the flavor, as
head of any office, department, board, commission or other agency of the
City Government, shall be eligible for appointment by the Mayor as a
deputy or assistant to the head of the bureau to which the powers, duties
and functions of his present position are transferred under the provisions
