938 ARTICLE 4.

establishing said commission; but the Chief Engineer shall have power
and is hereby authorized to delegate from time to time the Buildings Engi-
neer to act for him as member of said commission, with the same powers
and responsibilities as herein conferred upon the Chief Engineer.

The Chief Engineer shall have power and is hereby authorized to dele-
gate from time to time any of his assistants with engineering knowledge
or any of the bureau heads to act for him as member of the Board of
Zoning Appeals as established under the provisions of Ordinance of the
Mayor and City Council No. 922, approved May 19, 1923, with the same
powers and responsibilities as conferred upon the Chief Engineer by said
ordinance.

The Chief Engineer shall have power and is hereby directed to co-ordi-
nate the functions and operations of the bureaus constituting the Depart-
ment of Public Works, to the end that all unnecessary waste and duplica-
tion of effort may be eliminated. He shall see to it that no bureaus main-
tain duplicate equipment or personnel for work which should be central-
ized in one bureau, and for this purpose the Chief Engineer shall have
power and is hereby directed, whenever expedient and proper, to require-
such work as surveying, testing, drafting, blue-printing, copying, etc.,,
to be centralized in one or more bureaus; and the Chief Engineer shall
have power to assign and reassign equipment from the custody of one
bureau to any other bureau, as may be found expedient.

The Chief Engineer shall have power and is hereby authorized to enter
and occupy any and all municipal property from time to time, for the-
installation, maintenance and repair of public works of any kind, such
as the water, sanitary sewer and storm water drainage systems. Before
entering upon any property under the jurisdiction or control of a special
board, commission or department such as property under the control of
the Board of Park Commissioners, the Chief Engineer, or the Bureau
acting under his authority, shall serve due notice upon such special board,
commission or department and shall, so far as possible, avoid any inter-
ference with the plans of such board, commission or department. The
Chief Engineer shall restore or pay for the restoration of any property,
so entered and occupied, to the condition in which it was before his
entrance.

B.

All existing contracts and obligations of the officers, boards, commis-
sions, departments or other municipal agencies hereby abolished or super-
seded shall remain in full force and effect, and shall be performed by the
bureau to which the rights, powers, duties, obligations or functions of
the agency so abolished or superseded are transferred.

C.

Wherever an existing office, board, commission, department, bureau or
other municipal agency is abolished or superseded under the provisions-.
