Purchases of materials and supplies shall be made through the Pur-
chasing Agent, or through the Board of Awards, as may be provided by
law.
The Bureau of Stores shall perform such other duties and exercise such
other powers as may be required from time to time by ordinance of the Mayor
and City Council, subject, however, to the power and authority conferred
upon the Chief Engineer by the provisions of this charter.
PART II.
GENERAL PROVISIONS AS TO DUTIES AND POWERS OE
DEPARTMENT OF PUBLIC WORKS.
A.
The Department of Public Improvements (as described in Section 31
of Article 4 of the Code of Public Local Laws, and in the same section
of the Charter of Baltimore, and as recognized by Chapter 852 of the
Acts of the General Assembly of 1914, Section 84 of Article 4 of the
Code of Public Local Laws and of the Charter of Baltimore) be and the
same is hereby abolished. All of the rights, powers, duties, obligations
aud functions of said department as the same are set forth in any provi-
sion of law shall be transferred to and hereafter be exercised and per-
formed by the Department of Public Works as the lawful successor to
said Department of Public Improvements.
The Chief Engineer shall make an annual report to the Mayor and
City Council of the work done by the department, and by the several
bureaus thereof, and shall make such recommendations as may seem advis-
able. He shall submit to the Board of Estimates each year, estimates of
the amounts of money needed for the conduct of the department, in accord-
ance with the provisions of Section 36 of the Charter of Baltimore.
The Chief Engineer shall succeed the Highways Engineer as member
of the Board of Estimates.
The Chief Engineer shall succeed the Harbor Engineer as member of
the Port Development Commission, established under the provisions of
Ordinance of the Mayor and City Council No. 377, approved July 2,
1920, and shall have the same duties and powers as if he (the Chief
Engineer) had been named in the ordinance establishing said commis-
sion; but the Chief Engineer shall have power and is hereby authorized
to delegate from time to time the Harbor Engineer to act for him as mem-
ber of said commission, with the same powers and responsibilities herein
as conferred upon the Chief Engineer.
The Chief Engineer shall succeed the Inspector of Buildings (Build-
Ings Engineer) as member of the Architectural Commission established
under the provisions of Ordinance of the Mayor and City Council No.
243, approved January 25, 1909, and shall have the same duties and
powers as if he (the Chief Engineer) had been named in the ordinance
