time by ordinance of the Mayor and City Council, subject, however, to
the power and authority conferred upon the Chief Engineer by the pro-
visions of this Charter.

BUREAU OF BUILDINGS.

There shall be in the Department of Public Works a Bureau of Build-
ings. The head of this Bureau shall be the Buildings Engineer, who shall
direct its operation, and who shall perform, subject to the authority of
the Chief Engineer, the duties and exercise the powers which are herein
imposed or conferred upon the Bureau of Buildings.

The Buildings Engineer shall be appointed by the Mayor, with the con-
sent of the City Council, as provided in Section 25 of the Charter of
Baltimore City, and hold his office as therein provided.

The Buildings Engineer shall have general educational equipment at
least equal to that of graduates of high schools. The Mayor, when ap-
pointing a Buildings Engineer, shall give first consideration to the qualifi-
cations of those who are graduates in engineering from a recognized col-
lege or technical school of collegiate grade. The Buildings Engineer shall
be a person of high standing in his profession, and shall have had charge
of important engineering projects over a period of at least five years.
If the person appointed as Buildings Engineer is not a graduate in
engineering from a recognized college or technical school of collegiate
grade, he shall have had not less than ten years' experience in engineering,
during five years of which he shall have been in charge of important
projects in structural engineering.

The Buildings Engineer shall be paid such salary as may be provided
in the Ordinance of Estimates. He shall appoint such assistants, aides,
clerks, stenographers and other office and field help as may be necessary
for the proper conduct of the Bureau. The compensation of all such
appointees shall be subject to approval by the Board of Estimates and
shall be paid as provided in the Ordinance of Estimates.

All of the rights, powers, duties, obligations and functions conferred
by law upon the Inspector of Buildings, and particularly by the provisions
of Sections 79 to 82, inclusive, and Section 89 of Article 4 of the Code
of Public Local Laws of Maryland, and by the same sections of the Char-
ter of Baltimore City and by any other Act of the General Assembly or
section of the Charter of Baltimore City or ordinance of the Mayor and
City Council shall be and are hereby transferred to and hereafter shall
be exercised and performed by the Bureau of Buildings as the lawful
successor to the said Inspector of Buildings to the same extent as if the
Bureau of Buildings had been named in the provisions of law as the body
upon which the said rights, powers, duties, obligations and functions were
conferred. Thereupon the office of Inspector of Buildings as heretofore
constituted shall be and remain abolished.
