930 ARTICLE 4.

All of the rights, powers, duties, obligations and functions conferred
by law upon the Superintendent of Public Buildings, and particularly by
the provisions of Section 207 of Article 4 of the Code of Public Local
Laws of Maryland, and by the same sections of the Charter of Baltimore
City, and by any other Act of the General Assembly or section of the
Charter of Baltimore City or ordinance of the Mayor and City Council
shall be and are hereby transferred to and hereafter shall be exercised
and performed by the Bureau of Buildings as the lawful successor to the
said Superintendent of Public Buildings to the same extent as if the Bu-
reau of Buildings had been named in the provisions of law as the body
upon which the said rights, powers, duties, obligations and functions were
conferred. Thereupon the office of Superintendent of Public Buildings
as heretofore constituted shall be and remain abolished.

All of the rights, powers, duties, obligations and functions conferred
by law and by action of the Board of Estimates upon the Bureau of Minor
Privileges shall be and are hereby transferred to and hereafter shall be
exercised and performed by the Bureau of Buildings as the lawful suc-
cessor to the Bureau of Minor Privileges to the same extent as if the Bu-
reau of Buildings had been named in the provisions of law or resolutions
of the Board of Estimates as the body upon which the said rights, powers,
duties, obligations and functions were conferred. Thereupon the Bureau
of Minor Privileges as heretofore constituted shall be and remain abolished.

The Bureau of Buildings shall perform such other duties and exercise
such other powers as may be required from time to time by ordinance of
the Mayor and City Council, subject, however, to the power and authority
conferred upon the Chief Engineer by the provisions of this Charter.

BUREAU OF STREET CLEARING.

There shall be in the Department of Public Works a Bureau of Street
Cleaning. The head of this Bureau shall be the Engineer of Street Clean-
ing, who shall direct its operation, and who shall perform, subject to the
authority of the Chief Engineer, the duties and exercise the powers which
are herein imposed or conferred upon the Bureau of Street Cleaning.

The Engineer of Street Cleaning shall be appointed by the Mayor, with
the consent of the City Council, as provided in Section 25 of the Charter
of Baltimore City, and hold his office as therein provided.

The Engineer of Street Cleaning shall have satisfactory general educa-
tional equipment. The Mayor, when appointing an Engineer of Street
Cleaning, shall give first consideration to the qualifications of those who
are graduates in engineering from a recognized college or technical school
of collegiate grade. The Engineer of Street Cleaning shall be a person
of high standing in his profession, and shall have had charge of impor-
tant engineering projects over a period of at least five years. If the per-
son appointed as Engineer of Street Cleaning is not a graduate in engi-
neering from a recognized college or technical school of collegiate grade,
