928 ARTICLE 4.
The Mechanical-Electrical Engineer shall have had adequate training
in either Mechanical or Electrical Engineering, in a technical school of
good standing. He shall have had ten years' practical experience in engi-
neering work, and shall have had charge of important engineering projects
over a period of at least five years.
The person appointed as Mechanical-Electrical Engineer shall have
had special experience in either (a) the construction and operation of
electrical conduits and street lighting systems, or (b) the operation of
power plants, heating plants and pumping stations, with general knowledge
as to the operation of all of the systems, plants and stations above men-
tioned.
The Mechanical-Electrical Engineer shall be paid such salary as may
be provided in the Ordinance of Estimates. He shall appoint such assist-
ants, aides, clerks, stenographers and other office and field help as may
be necessary for the proper conduct of the Bureau. The compensation
of all such appointees shall be subject to approval by the Board, of Esti-
mates and shall be paid as provided in the Ordinance of Estimates.
All of the rights, powers, duties, obligations and functions conferred
by law upon the Superintendent of Lamps and Lighting, and particularly
by the provisions of Section 204 of Article 4 of the Code of Public Local
Laws of Maryland, and by the same sections of the Charter of Baltimore
City, and by any other Act of the General Assembly or section of the
Charter of Baltimore City or ordinance of the Mayor and City Council
of Baltimore shall be and are hereby transferred to and hereafter shall
be exercised and performed by the Bureau of Mechanical-Electrical Serv-
ice as the lawful successor to the said Superintendent of Lamps and Light-
ing to the same extent as if the Bureau of Mechanical-Electrical Service
had been named in the provisions of law as the body upon which said
rights, powers, duties, obligations and functions were conferred. There-
upon the office of Superintendent of Lamps and Lighting as heretofore
constituted shall be and remain abolished.
All of the rights, powers, duties, obligations and functions conferred
by law upon the Electrical Commission and the Chief Engineer of said
Commission as established by Ordinance No. 107 of the Mayor and City
Council of Baltimore, approved August 25, 1898, and as continued by
subsequent Acts of the General Assembly and Ordinances of the Mayor
and City Council, shall be and are hereby transferred to and hereafter
shall be exercised and performed by the Bureau of Mechanical-Electrical
Service as the lawful successor to said Electrical Commission and Chief
Engineer of said Commission to the same extent as if the Bureau of
Mechanical-Electrical Service had been named in the provisions of law
as the body upon which said rights, powers, duties, obligations and func-
tions were conferred. Thereupon the Electrical Commission of Baltimore
and the office of Chief Engineer of said Commission as heretofore consti-
tuted shall be and remain abolished.
The Bureau of Mechanical-Electrical Service shall perform such other
duties and exercise such other powers as may be required from time to
