The rights, powers, duties, obligations and functions heretofore exer-
cised and performed by the Highways Engineer relating to the mainte-
nance and extension of the sewerage system, in accordance with the pro-
visions of Chapter 429 of the Acts of the General Assembly of 1912, Sec-
tion 86D of Article 4 of the Code of Public Local Laws of Maryland and
of the Charter of Baltimore City, and Chapter 852 of the Acts of 1914,
Sections 84 and 86 of Article 4 of the Code of Public Local Laws and of
the Charter of Baltimore City, and in accordance with other Acts of the
General Assembly and Ordinances of the Mayor and City Council of Bal-
timore shall not be transferred to the Bureau of Highways, but said rights,
powers, duties, obligations and functions relating to the maintenance and
extension of the sewerage system shall be exercised and performed as here-
inafter provided.

BUREAU OF SEWERS.
There shall be in the Department of Public Works a Bureau of Sewers.
The head of this Bureau shall be the Sewerage Engineer, who shall direct
its operation, and who shall perform, subject to the authority of the Chief
Engineer, the duties and exercise the powers which are herein imposed or
conferred upon the Bureau of Sewers.
The Sewerage Engineer shall be appointed by the Mayor, with the
consent of the City Council, as provided in Section 25 of the Charter of
Baltimore City, and hold his office as therein provided.
The Sewerage Engineer shall have general educational equipment at
least equal to that of graduates of high schools. The Mayor, when ap-
pointing a Sewerage Engineer, shall give first consideration to the qualifi-
cations of those who are graduates in engineering from a recognized col-
lege or technical school of collegiate grade. The Sewerage Engineer shall
be a person of high standing in his profession, and shall have had charge
of important engineering projects over a period of at least five years. If
the person appointed as Sewerage Engineer is not a graduate in engineer-
ing from a recognized college or technical school of collegiate grade, he
shall have had not less than ten years' experience in engineering, during
five years of which he shall have been in charge of important engineering
projects, with at least three years' experience in engineering directly re-
lated to the construction and maintenance of sanitary and storm water
drainage systems.
The Sewerage Engineer shall be paid such salary as may be provided
in the Ordinance of Estimates. He shall appoint such assistants, aides,
clerks, stenographers and other office and field help as may be necessary
for the proper conduct of the Bureau. The compensation of all such
appointees shall be subject to approval by the Board of Estimates and
shall be paid as provided in the Ordinance of Estimates.
