pointing a Highways Engineer, shall give first consideration to the qual-
ifications of those who are graduates in engineering from a recognized
college or technical school of collegiate grade. The Highways Engineer
shall be a person of high standing in his profession, and shall have had
charge of important engineering projects over a period of at least five
years. If the person appointed as Highways Engineer is not a graduate
in engineering from a recognized college or technical school of collegiate
grade, he shall have had not less than ten years' experience in engineering,
during five years of which he shall have been in charge of important engi-
neering projects, with at least three years' experience in engineering di-
rectly related to the construction and maintenance of highways.
The Highways Engineer shall be paid such salary as may be provided
in the Ordinance of Estimates. He shall appoint such assistants, aides,
clerks, stenographers and other office and field help as may be necessary for
the proper conduct of the Bureau. The compensation of all such ap-
pointees shall be subject to approval by the Board of Estimates and shall
be paid as provided in the Ordinance of Estimates.
All of the rights, powers, duties, obligations and functions conferred by
law upon the Paving Commission of Baltimore City as created by Section
1 of Chapter 401 of the Acts of the General Assembly of 1906, and as con-
tinued by subsequeut Acts of the General Assembly, sections of the Char-
ter of Baltimore City and Ordinances of the Mayor and City Council of
Baltimore, shall be and are hereby transferred to and hereafter shall be
exercised and performed by the Bureau of Highways as the lawful suc-
cessor to said Paving Commission to the same extent as if the Bureau of
Highways had beezi named in. the Acts of the General Assembly, sections
of the Charter of Baltimore City and the Ordinances of the Mayor and
City Council as the body upon which the said rights, powers, duties, obli-
gations and functions were conferred. Thereupon the Paving Commis-
sion as heretofore constituted shall be and remain abolished.
All of the rights, powers, duties, obligations and functions conferred by
law upon the Highways Engineer, and particularly by the provisions of
Sections 84 and 86 of Article 4 of the Code of Public Local Laws of Mary-
land, and by the same sections of the Charter of Baltimore City, and by
any other Act of the General Assembly or section of the Charter of Balti-
more City or ordinance of the Mayor and City Council of Baltimore shall
be and are hereby transferred to and hereafter shall be exercised and per-
formed by the Bureau of Highways as the lawful successor to the said
Highways Engineer to the same extent as if the Bureau of Highways had
been named in the provisions of the Acts of the General Assembly, the
Charter of Baltimore City and Ordinances of the Mayor and City Council
of Baltimore as the body upon which the said rights, powers, duties, obli-
gations and functions were conferred.
The Bureau of Highways shall perform such other duties and exercise
such other powers as may be required from time to time by ordinance of
the Mayor and City Council, subject, however, to the power and authority
conferred upon the Chief Engineer by the provisions of this Charter.
