be and are hereby transferred to and hereafter shall be exercised and per-
formed by the Bureau of Water Supply as the lawful successor to said
Water Engineer and Water Board to the same extent as if the Bureau of
Water Supply had been named in the provisions of law as the body upon
which the said rights, powers, duties, obligations and functions were con-
ferred.

The powers and authority heretofore exercised and performed by the
Water Board relating to the assessing and establishing of rates, in accord-
ance with any provision of law, and particularly ordinances of the Mayor
and City Council passed under authority of Chapter 364 of the Acts of the
General Assembly of 1904, Section 87A of Article 4 of the Code of Public
Local Laws of Maryland, and of the same section of the Charter of Balti-
more City, and in accordance with any other act of the General Assembly,
section of the City Charter or ordinance of the Mayor and City Council
shall not be transferred to the Bureau of Water Supply, but all of the
rights, powers, duties, obligations and functions conferred by law upon the
Water Board relating to the assessing and establishing of rates, in accord-
ance with any provision of law, and particularly ordinances of the Mayor
and City Council passed under authority of Chapter 364 of the Acts of
the General Assembly of 1904, Section 87A of Article 4 of the Code of
Public Local Laws of Maryland, and of the same section of the Charter of
Baltimore City, and in accordance with any other act of the General As-
sembly, section of the City Charter or ordinance of the Mayor and City
Council shall be and are hereby transferred to, and hereafter shall be exer-
cised and performed by the Board of Estimates, as the lawful successor to
said Water Board, to the same extent as if the Board of Estimates had
been named in the provisions of law as the body upon which the said rights,
powers, duties, obligations and functions were conferred. Thereupon the
Water Board as heretofore constituted shall be and remain abolished.

The Bureau of Water Supply shall perform such other duties and exer-
cise such other powers as may be required from time to time by ordinance
of the Mayor and City Council, subject, however, to the power and author-
ity conferred upon the Chief Engineer by the provisions of this Charter.

BUREAU OF HIGHWAYS.

There shall be in the Department of Public Works a Bureau of High-
ways. The head of this bureau shall be the Highways Engineer, who shall
direct its operation, and who shall perform, subject to the authority of the
Chief Engineer, the duties and exercise the powers which are herein im-
posed or conferred upon the Bureau of Highways.

The Highways Engineer shall be appointed by the Mayor, with the con-
sent of the City Council, as provided in Section 25 of the Charter of Bal-
timore City, and hold his office as therein provided.

The Highways Engineer shall have general educational equipment at
least equal to that of graduates of high schools. The Mayor, when ap-
