922 ARTICLE 4.

time to time by Ordinance of the Mayor and City Council. He shall also
perform such additional duties as may be required from time to time by
the flavor or by the Board of Estimates. He shall have power to assign
and re-assign to and to take from the Bureaus in the Department of Pub-
lic Works, or the heads of such Bureaus, the performance of any duties,
or the exercise of any powers incident to the conduct of the Department
of Public Works as may seem necessary or proper and, whenever it seems
advisable, from time to time to transfer duties or powers from one Bureau
to another Bureau, and from time to time re-transfer the same, in whole
or in part, at will.

BUREAU OF WATER SUPPLY.

There shall be in the Department of Public Works a Bureau of Water
Supply. The head of this bureau shall be the Water Engineer, who shall
direct its operations, and who shall perform, subject to the authority of
the Chief Engineer, the duties and exercise the powers which are herein
imposed or conferred upon the Bureau of Water Supply.

The Water Engineer shall be appointed by the Mayor with the consent
of the City Council, as provided in Section 25 of the Charter of Balti-
more City, and hold his office as therein provided.

The Water Engineer shall have general educational equipment at least
equal to that of graduates of high schools. The Mayor, when appointing
a Water Engineer, shall give first consideration to the qualifications of
those who are graduates in engineering from a recognized college or tech-
nical school of collegiate grade. The Water Engineer shall be a person
of high standing in his profession, and shall have had charge of impor-
tant engineering projects over a period of at least five years. If the per-
son appointed as Water Engineer is not a graduate in engineering from
a recognized college or technical school of collegiate grade, he shall have
had not less than ten years' experience in engineering, during five years
of which he shall have been in charge of important engineering projects,
with at least three years' experience in engineering directly related to
the extension and development of water supply.

The Water Engineer shall be paid such salary as may be provided in
the Ordinance of Estimates. He shall appoint such assistants, aides,
clerks, stenographers and other office and field help as may be necessary
for the proper conduct of the Bureau. The compensation of all such ap-
pointees shall be subject to approval by the Board of Estimates, and shall
be paid as provided in the Ordinance of Estimates.

All of the rights, powers, duties, obligations and functions conferred by
law upon the Water Engineer or the Water Board, and particularly by the
provisions of Sections 84 and 87 of Article 4 of the Code of Public Local
Laws of Maryland, and by the same sections of the Charter of Baltimore
City, and by any other act of the General Assembly or section of the Char-
ter of Baltimore City or ordinance of the Mayor and City Council shall
