of important engineering projects. He shall have supervision of all engi-
neering questions and matters connected with any and every public im-
provement in Baltimore or elsewhere, made by the Mayor and City Coun-
cil of Baltimore, or any department, officer, board, commission or agency
thereof, and all plans and specifications for all such public improvements
involving any engineering question or questions shall be submitted to him
and be subject to his approval.
The Chief Engineer shall be paid such salary as may be provided in
the Ordinance of Estimates. He shall appoint such assistants, aides,
clerks, stenographers and other field and office help as may be necessary
for the proper conduct of the department. The compensation of all such
appointees shall be subject to approval by the Board of Estimates and
shall be paid as provided in the Ordinance of Estimates.
There shall be in the Department of Public Works the following sub-
departments or bureaus:
1. Bureau of Water Supply.
2. Bureau of Highways.
3. Bureau of Sewers.
4. Bureau of Harbors.
5. Bureau of Mechanical-Electrical Service.
6. Bureau of Buildings.
7. Bureau of Street Cleaning.
8. Bureau of Plans and Surveys.
9. Bureau of Standards.
10. Bureau of Transportation.
11. Bureau of Stores
The Chief Engineer shall be responsible for the proper conduct, man-
agement and operation of all the bureaus of the Department of Public
Works. All of the rights, powers, duties, obligations and functions which
are herein or which may hereafter be conferred or imposed upon any of
the bureaus or heads of bureaus of the Department of Public Works shall
be exercised or performed by said bureaus or by the respective heads of
said bureaus, subject to the control, direction and supervision of the Chief
Engineer.
All of the rights, powers, duties, obligations and functions heretofore
possessed by the Chief Engineer of Baltimore, as the same are set forth
in Chapter 852 of the Acts of the General Assembly of 1914, Section 84
of Article 4 of the Code of Public Local Laws, and of the Charter of
Baltimore City, and as set forth in any other section of said Article or
Charter or Act of the General Assembly or Ordinance of the Mayor and
City Council shall be and the same are hereby transferred to and here-
after shall be exercised and performed by the Chief Engineer appointed
under the provisions of this Charter, or by officials acting under his direc-
tion and with his authority, as hereinafter provided.
The Chief Engineer shall perform such additional duties and exercise
such additional powers as may be imposed or conferred upon him from
