The Dundalk Company, its successors and assigns, and The Liberty Hous-
ing Company, its successors and assigns, respectively, immediately and
without advertisement, all of the rights of way, easements and rights in
Dundalk, respectively, as particularly set forth in three deeds from The
Dundalk Company to The Liberty Housing Company, dated, respectively,
June 12, 1918, November 11, 1919, and November 11, 1919, and recorded
respectively among the Land Records of Baltimore County in Liber W.
P. C., No. 498, folio 465; Liber W. P. C. No. 517, folio 440, and Liber
W. P. C., No. 517, folio 438; and the said County Commissioners are
also authorized to grant, in their discretion, unto The Dundalk Company,
its successors and assigns, in the streets of St. Helena and in the streets
and alleys of Colgate Park, easements and rights of way for the construc-
tion and maintenance of a water works system and a sanitary sewerage
system with their respective appurtenances and connections, and for the
construction and maintenance of poles, wires, pipes and conduits, and the
necessary and proper attachments in connection therewith for the trans-
mission of electricity and for telephone and other purposes, and for the
construction and maintenance of pipe lines for supplying gas and heat,
and for any other public or quasi-public utility or function conducted,
maintained, furnished or performed by or in any method beneath the sur-
face of the ground.

690. The Board of County Commissioners of Baltimore County, at
the time of the annual tax levy for the year 1914 and each succeeding
year, are hereby authorized, directed and required to make a special an-
nual levy of such amount as may be mentioned in the petition hereinafter
referred to on each one hundred dollars of the whole assessable property
situate in the village of St. Denis, in Baltimore County, to be collected
as other county taxes in said county are collected, and said special annual
levy to be paid over by the said County Commissioners to the treasurer
of the St. Denis Improvement Association of Baltimore County, Incor-
porated, a duly incorporated body under the laws of the State of Mary-
land, to be used by said association exclusively for the betterment of the
roads, sidewalks, sanitary conditions, drainage and other improvements in
said Village of St. Denis; provided, fifteen or more persons residing in
said village and owning such taxable real or personal property in said vil-
lage shall, prior to each annual levy, petition the said County Commis-
sioners, thereby asking that such special levy be made in said petition
mentioning the amount desired to be specially levied, provided the same
shall not exceed the sum of twenty cents on each one hundred dollars of
assesable property as aforesaid; provided, however, that all taxes collected
under the provisions of this Act and turned over to the treasurer of the
said St. Denis Improvement Association of Baltimore County, Inc., shall
be used exclusively for the betterment of the roads, sidewalks, drainage,
