tions, dues, charges or taxes than could have been imposed upon the rights
of the owner prior to their surrender to the said County Commissioners,
and after the grant of said franchise any change in or relocation of any
structure or appliances in the portion of said road so dedicated which may
be required by the said County Commissioners shall be at their expense
and cost and not at the expense or cost of said railway company.

686. The County Commissioners of Baltimore County be and they
are hereby authorized and empowered to build a bridge over Northeast
Creek, a branch of Back River, within what would be the bed of Patapsco
Avenue if extended across Northeast Creek, as said Patapsco Avenue is
laid down on Bromley's Plat of Baltimore County, page 33, or at such
other place as the County Commissioners of Baltimore County shall deter-
mine not over one thousand feet above the mouth of Northeast Creek.

689. The County Commissioners of Baltimore County are authorized
and, in their discretion, to accept a deed or deeds from the owners thereof
dedicating as public highways so much of the streets and alleys of Dun-
dalk as lie in Baltimore County, as shown on Plat No. 1, of Dundalk,
recorded among the Land Records of Baltimore County in Plat Book
W. P. C., No. 5, folio 46, and of so much of the streets of St. Helena as
lie in Baltimore County, as shown on the plat of St. Helena, recorded
among the Land Records of Baltimore County in Plat Book J. W. S.,
No. 1, folio 80, and of so much of the streets and alleys of Colgate Park
as lie in Baltimore County, as shown on the plat of Colgate Park, re-
corded among the Land Records of Baltimore County in Plat Book W.
P. C., No. 4, folio 22, as in their discretion they may deem advisable,
including as to all of said streets and alleys, all storm water drains therein,
but not including, however, the following, to wit.: The water works sys-
tems, sanitary sewerage systems with their appurtenances and connections,
and all other pipes, mains, poles, conduits and wires with their attach-
ments and connections for the transmission of electricity, for the supply-
ing of gas and heat and for telephones, installed therein, title to all of
which is hereby expressly reserved to the owners thereof.
And in consideration of the surrender of such street and alleys, the said
County Commissioners of Baltimore County are authorized to grant unto
