crossing, as the case may be, and to construct and provide for the con-
struction of such bridges, archways or culverts as may be needed for such
over-grade or under-grade crossing, and to provide by contract or other-
wise for the maintenance thereof. Said Highways Commission shall have
power to determine, after such reasonable opportunity as it may fix for
notice to all persons or corporations in interest, how much, if any, of the
cost of the work made necessary by such change of grade, or cost of the
construction or maintenance of such over-grade or under-grade crossing,
or of such bridges, archways or culverts as may be needful therefor shall
be borne by the county, and how much of the same in each instance shall
be borne by any person or persons, corporation or corporations, so as afore-
said in interest. In order that any claim or claims of adjoining property-
owners may be fairly dealt with, the Highways Commission shall have
power, on presentation of such claim, after such reasonable notice as it
may fix, to the claimants and all other parties interested, to determine such
claim or claims and fix the amount thereof, and at the same time to deter-
mine what part thereof, if any, shall be paid by the several parties inter-
ested and benefited by such change and to compel payment of the amounts
so assessed in the same manner as assessments are collected in the case
of the opening of new roads; the parties so assessed or interested to have
the right to appeal from the order of the Commission as hereinafter pro-
vided.

623. The thoroughfare in the Thirteenth Election District of Balti-
more County leading easterly from the Washington road, near Sulphur
Spring road, to Hammond's Ferry road at Lansdowne be and the same is
hereby made and declared to be a public highway and county road, and as
such shall hereafter be maintained by the Highways Commission of Balti-
more County and their successors, who are hereby authorized to ascertain
and define the present width of said road and to widen the same to thirty
feet or more, in their discretion, by purchase or condemnation of the
abutting property.

624. All streets, avenues and alleys heretofore laid off according to
law shall be beds of streets, avenues and alleys and shall be condemned as
streets, avenues and alleys and opened, graded and constructed and macad-
amized, graveled, shelled, paved or curbed, as provided for in the several
sections of this subtitle of this article; and whenever the grade has been
established of any street, avenue or alley, or any portion thereof, for which
application may be made to condemn, open, grade and construct, the
grades established shall be conformed to in the grading and construction of
the same, and whenever the grade has not been established of any street,
avenue or alley, or such part thereof, as may be applied for to be con-
