151. Whenever they think it necessary, from time to time, they may
make a new assessment of the real and personal property within the town
limits; and they shall have power to alter and amend the said assessment
whenever they may think justice requires it.

152. The treasurer of the corporation, who may be one of the mem-
bers of the City Council, shall hold his office for two years, unless sooner
removed by the Mayor. He shall keep an accurate account of the re-
ceipts and disbursements of the funds of the corporation in a well-bound
book, and shall render annually to the Mayor and City Council a succinct
and detailed statement thereof, which statement shall be posted in some
public place in said town annually; but before the said treasurer shall
act as such he shall give bond to the State of Maryland in such penalty
as the Mayor and City Council may prescribe, with sureties to be ap-
proved by them, conditioned that he will well and faithfully account for
all moneys received by him from the collector of said corporation, or any
other person, for the use of said town, and will also well and faithfully
pay over to the said Mayor and City Council of Ocean City, or their
order, all sums of money so received by him, and deliver over the books
and papers of his office whenever required so to do by them; and the said
bond shall be recorded in the office of the Clerk of the Circuit Court for
said county; and they shall allow the treasurer such compensation for his
services as they may deem reasonable and just.

153. The Mayor and City Council of Ocean City shall have power to
pass all ordinances necessary to give effect and operation to the powers
vested in them, and likewise the authority to provide for the appointment
and compensation of all such officers as they may deem necessary for the
protection and good government of said city; and in case of any vacancy
for any reason in any appointive office, said vacancy may be filled for the
unexpired term by the same authority and in the same manner as the orig-
inal occupant of said office was appointed.

154. All ordinances or other measures heretofore ordained and passed
by the Mayor and City Council of Ocean City, or by the City Council
alone, and now in force and not in conflict with the provisions of this
Act, shall be valid and remain in force until the same are repealed,
amended or modified by the Mayor and City Council; and all contracts
entered into for the benefit of said city are hereby ratified and confirmed
and declared to be binding upon said city.*
*The other sections of ch. 538, 1898, authorized Ocean City to issue $30,000 of
bonds for water supply and sewerage system, but records of Ocean City indicate
that only $15,000 were actually issued.
