and City Council may require such persons in default in the payment of
fines to work out such fines and costs upon the streets or other improve-
ments of said city, such persons to be allowed as a credit on such fines and
costs the same wages as are paid other employees of said city for the same
work; and anyone shall have the right to appeal to the Circuit Court for
Worcester County from any decision or judgment of any Justice of the
Peace in any case on trial for the violation of any of the laws or ordi-
nances of said Mayor and City Council of Ocean City.

148. Whenever they shall pass an ordinance to open, widen, or alter
a public street they shall immediately appoint three examiners, who shall
be voters and freeholders in said town, who, after giving two weeks' notice
of their appointment and place of meeting, shall go upon the streets so
proposed to be opened, widened or altered, and shall cause the same to
be surveyed and located by a competent surveyor, and shall estimate the
damages to the persons over whose land the proposed street passes, or
whose land is in any way affected by the proposed opening, widening or
alteration, and shall return an account of their proceedings under their
hands to the said Council, who, before actually opening, widening or alter-
ing any street, shall pay or tender to the persons, his agent, guardian or
representative, the amount of damages so awarded; and if any person
shall feel himself aggrieved by the award of said examiners he may take
an appeal to the Circuit Court for Worcester County within sixty days
after said award is returned to the said examiners; and the said Council
shall thereupon file the said return in the office of the Clerk of the Cir-
cuit Court for said county, and the court shall, at the next term there-
after, hear and determine upon the said award, and may either reduce
or enlarge the damages so assessed, or affirm the said award, and upon
such appeal either party shall be entitled to a trial by jury, but nothing
herein shall prevent or hinder the said Mayor and City Council from
opening, altering or widening any public streets, lanes or alleys, with the
consent of the owner of the land which shall be taken for said purposes,
and to agree and pay said owner a reasonable sum therefor.

149. They may provide for levying and collecting an annual tax of
fifty cents on the owner of every dog and one dollar on the owner of
every bitch within the said town, and the killing of every dog or bitch
whose owner cannot be ascertained, or whose owner shall refuse to pay
said tax within one month from the time such owners shall be notified.

150. It shall be the duty of the Mayor and City Council of said Ocean
City to cause to be published in a newspaper issued in Worcester County
an itemized statement of the expenditures of all money or moneys received
