5080 ARTICLE 23.

And the said corporation may buy any property it may deem necessary
for any public or municipal purpose, and may sell, lease or otherwise dis-
pose of any property belonging to said corporation; provided that it shall
not buy, sell or dispose of any real estate of the value of Ten Thousand
Dollars or over without first submitting the question of buying or selling
or disposing of said real estate to the voters of said City of Salisbury at a
general or special election of which at least ten days' notice shall be given
in the manner provided for holding general elections in said City of Salis-
bury; provided, further, that no contract for the sale or purchase, and no
sale or purchase of any real estate, involving a consideration of One Thou-
sand Dollars, or more, shall be made by the Mayor and Council of Salis-
bury except by ordinance duly passed in accordance with the provisions
of Section 272 of this Article.

261. The government of said City shall be vested in a Mayor and five
Councilmen, to be selected as hereinafter provided, who shall be taxpayers
and qualified voters of the City for twelve months next preceding their
election, and shall hold their offices respectively, for the term of two years
or until their successors are appointed or elected and qualified; provided,
that one of the Councilmen elected at each election held subsequent to
the passage of this Act, which one shall be determined by lot at the first
regular meeting of the Council after such election, shall hold his office for
a term of one year only; and, provided, further, that nothing in this or
the next succeeding Section shall affect the tenure of office, rights, duties or
powers of any officer of the said City now holding office.

262. (a) Every citizen of Salisbury who has resided within the cor-
porate limits of the said City for six consecutive months next preceding
any City Election and who was a qualified voter at the last preceding State
or Congressional Election, or who may reach the age of twenty-one years
between the first Tuesday after the first Monday of November and the
date of any City Election, as hereinafter provided, shall be a duly quali-
fied voter of the City, and every duly qualified voter of the City who is
duly registered in accordance with the provisions of this Act, shall be en-
titled to vote at any and all City Elections.

(b) It shall be the duty of the Mayor on or before the first Monday in
March of each and every year to appoint as Registrars of voters in the
said City two residents and qualified voters of the City of Salisbury for
each-voting house provided by the Mayor and Council of Salisbury. The
Registrars so appointed shall qualify within five days after their appoint-
ments, and shall, before entering upon the discharge of their duties, make
oath in due form of law before some Justice of the Peace of Wicomico
County that they, severally, will fairly, faithfully and honestly perform
their duties as such Registrars. And on the failure of any such Registrars
to serve or qualify, the Mayor shall appoint some other person duly quali-
