5042 ARTICLE 23.

1927, ch. 268, sec. 7.

144. The said Commissioners shall annually, at least ten days prior
to the holding of the annual election provided in Section 140 of this sub-
title, give notice that such election will be held and the time and place
thereof, by hand-bills posted in at least five public places in the said Town,
and shall appoint within said time three Judges of Election. Before open-
ing the polls such Judges of Election shall make oath before some Justice
of the Peace of Wicomico County to permit every qualified voter of said
Town to vote, and none other, and to truly and faithfully perform the
duties of their office. The hours for such election shall be between four
o'clock and eight o'clock past noon. Voting may be held by written or
printed ballots. No registration shall be required to entitle any qualified
voter of said Town to vote and to have his ballot received and counted.
After the arrival of the time for the closing of the polls, as aforesaid,
said Judges of Election shall carefully count all ballots cast and shall cer-
tify to the Commissioners over their hands and seals, the result of said
election, and the three eligible persons receiving the greatest number of
votes shall be declared elected, and the said Commissioners shall cause a
record of the vote to be entered on their minutes.

1927, ch. 368, sec. 8.

145. The said Commissioners shall annually appoint one of their num-
ber as Secretary, and the same person or another of their number as Treas-
urer. The Secretary shall keep the minutes of the said Commissioners
in a well-bound book, which book shall be opened to the inspection of
anyone interested. The person designated by the Commissioners as Treas-
urer shall give such bond as the Commissioners may deem proper. The
Treasurer shall receive all moneys due the Town and he shall pay out such
moneys only on the order of the Commissioners, which order shall be
recorded on their minutes.

146. The said Commissioners shall annually, appoint a Bailiff, and
also such under bailiffs as from time to time may be necessary to preserve
the peace and order of the Town. The Bailiff shall attend all meetings
of the Board of Commissioners, shall execute all order's of the said Com-
missioners, shall make all collections of moneys due the said Town, in-
cluding taxes levied by the Town, and shall perform such other duties
as the Commissioners may assign him. Before proceeding to act as such,
the Bailiff shall give bond in such amount as the Commissioners shall
deem proper. Not less frequently than once each week, the Bailiff shall
account for and pay over to the Treasurer all moneys collected or received
by him and belonging to the said Town. The Bailiff shall preserve the
peace and good order of the Town and he may make arrests and serve
warrants and other legal process within and one mile beyond the corporate
limits of the Town, and he is hereby invested with the same power and
authority as any Constable under the Laws of this State, and he shall be
