voters of the State of Maryland, and who shall have resided in said Town
for the space of six months next immediately preceding any Town elec-
tion, shall on the first Monday of August, 1927, or as soon thereafter as
may be convenient, and annually thereafter on the first Monday of August,
elect three Commissioners to serve for one year, and until their successors
shall be duly elected and qualified. Such Commissioners shall be qualified
voters and residents of the said Town, and they must continue to reside
therein during the term of their office, and they must be the owners of
real estate within said Town. The said Commissioners shall serve without
pay.

141. Anglo S. Venables, William T. Wilson and George W. Bennett,
are hereby appointed Judges of Election, to hold the first election under
this Act. The said Judges shall give notice that the election will be held
and the place and time thereof by hand-bills posted in not less than five
public places in said Town at least ten days before the date thereof. The
said election shall be held on the first Monday of August, 1927, or as
soon thereafter as may be convenient. At said election all persons quali-
fied, as prescribed in Section 140 of this subtitle, shall be entitled to vote
for three persons for Commissioners having the necessary qualifications
as therein prescribed. Such Judges of Election shall, before opening the
polls, make oath before some Justice of the Peace in and for Wicomico
County to permit every qualified voter to vote, and none other, and other-
wise truly and faithfully to perform the duties of their office. A majority
of said Judges shall have power to do all things committed unto said
Judges. Any vacancy in said Judges, caused by death or otherwise, shall
be filled by the remaining Judges.

142. The three Commissioners so elected shall within ten days after
their election meet and organize by choosing one of their number to be
President. Any vacancies occurring in the office of Commissioner, either
by death, removal from the Town, resignation, disqualification, or refusal
to act as Commissioner, shall be filled by the remaining Commissioners
by selecting some citizen of the said Town, who possesses the required
qualifications of a Commissioner. Such Commissioner so selected shall
hold office for the unexpired term for which he shall be selected, as afore-
said, or until his successor is duly elected and qualified.

143. The Commissioners under this Act shall meet in some convenient
place in the said Town on the first Monday in the months of September,
November, January, March, May and July of each year, for the transac-
tion of the business of the said Town, or they shall meet at such other
times as the business of the said Town may require.
