771. The method of holding all regular elections in said town shall be
as follows: 1st. It shall be the duty of the burgess to give at least ten
days' public notice prior to the day of holding an election, which notice
shall state the objects and purposes of such election. 2nd. The Burgess
shall also appoint two citizens, qualified voters of said town, the one to
act as judge and the other as clerk of the election. 3rd. The persons so
appointed, before proceeding to act, shall take an oath or affirmation before
the burgess, or a justice of the peace in and for Washington county, said
oath to be the same as that taken by judges and clerks who serve at a
State or county election. 4th. The said judge shall have authority to
administer oaths or affirmations to any person touching his qualifications
as a voter. 5th. The polls shall be kept open from eight o'clock in the
morning until three o'clock in the afternoon, unless the public notice of
election may have different hours. 6th. At the close of the polls the said
judge and clerk shall immediately count the ballots, cast up the votes,
and return, under their hands and seals, to the clerk of the circuit court
for Washington county the number of votes cast for each candidate, and
return the persons receiving the highest number of votes as duly elected;
and they shall return at the same time the ballots that were cast for the
candidates, and all records of said election; and the said clerk of the
circuit court for Washington county, upon the receipt thereof, shall file
the same. The said clerk of said election shall notify all candidates re-
ceiving the highest number of votes, of their election, and to what office
they have been respectively elected.

772. The corporation board, consisting of burgess, assistant burgess
and three commissioners, shall convene at least once every month during
the year, and as much oftener as may be required. They shall appoint,
as soon as convenient, a clerk, tax collector and policeman; and they shall
have the power to appoint one person for one or more of the aforemen-
tioned positions.

773. The clerk shall keep careful and accurate minutes of the pro-
ceedings of the corporation board, record all ordinances in a book to be
kept for that purpose, called the "ordinance book"; keep all records,
papers and documents of the town in his safe custody.

774. The tax collector shall collect all the taxes assessed and levied
by the burgess and commissioners, for general and special purposes, as
authorized by this sub-title of this article; he shall keep an account of all
money collected and received by him, and shall pay over to the burgess
whatever money he may have in his hands at the time the said burgess
may make said demand. The tax collector shall give a bond to the burgess
and commissioners, to be approved by them, for the faithful discharge of
