486 ARTICLE 2.

shall be a bona fide resident of the district from which he is appointed who
shall have charge of and manage the work on the public roads and bridges
in the district for which he is appointed, and perform such duties as the
County Road Engineer may prescribe; and he shall be subject to the con-
trol and direction of the County Road Engineer, to whom he shall be
directly responsible, and may be removed at any time by the said County
Road Engineer, the County Commissioners shall fix the compensation of
such foreman; he shall keep the time of all employees under him and a
correct record of material used and make daily report thereof and certify
bills for the same to the County Road Engineer, to be by him approved
before being presented to the County Commissioners for payment; the
County Commissioners may, in their discretion, and from the district road
fund, provide each district with necessary teams and implements for
working the roads. General work on the roads shall be done during the
months of April to November, both inclusive, and during the months of
December, January, February and March the surfacing of roads with hard
material may be done with the county teams and machinery under the
supervision of the County Road Engineer, provided, that no hard material
shall be put on any road after the passage of this Act unless such road
has been reconstructed according to plans and specifications of the County
Road Engineer, which plans and specifications shall be followed in all
respects.

415. Whenever any person shall desire the improvement of any public
road or portion thereof in said county to an extent beyond that decided
upon by the County Road Engineer they may make application to the
County Commisisoners by petition definitely stating the location of the
road or portion thereof, the character of the improvement desired and its
probable cost; and the County Commissioners shall thereupon order the
County Road Engineer to examine the location and purposes set forth in
the petition, and if he shall be of opinion that the public interests will be
promoted by compliance with said petition, he shall so report to the County
Commissioners, with an estimate of the money required and his reasons
for such determination, if the County Commissioners shall approve the
report of the County Road Engineer, they shall direct the expenditure to
be paid out of the district road levy, or other moneys belonging to the
county, and set aside for roads and bridges in such district; provided, that
the petitioners for such improvement shall first pay into the treasury of
the county an amount equal to one-half of said estimate; and all of said
money shall be expended under the direction of the County Road Engineer.

416. It shall not be lawful for the County Commissioners to open any
new public road in Anne Arundel County, until they have such proposed
road surveyed and platted by the County Road Engineer; and an esti-
