charge of his duties as such engineer; he shall have charge and supervi-
sion of such working, repairing and reconstructing of the public roads and
bridges in said county as shall be determined upon by the County Com-
missioners of Anne Arundel County, and shall make all specifications, for
the building of such new roads and bridges as shall be determined upon
by said County Commissioners, and shall do such work on said roads and
bridges as he may be directed to do by said County Commissioners. He
shall, under the direction of the County Commissioners have charge and

control of all teams, carts, wagons, machinery, implements and accessories
which may be purchased or provided by the County Commissioners for
the purpose of this Act; and shall employ such labor, teams and imple-
ments as may be by him and by the County Commissioners deemed neces-
sary in connection with work on public roads and bridges to be paid for
by the County Commissioners. He shall not work out or expend upon the
roads and bridges of any district of the county a greater amount in any one
fiscal year than the amount levied in such district by the County Commis-
sioners as a district road tax, nor shall he expend in any fiscal year upon
county roads and bridges a greater amount than is levied or appropriated by
the County Commissioners therefor without first obtaining the written per-
mission of said Commissioners so to do. He shall appear before the Coun-
ty Commissioners at their first meeting in each and every month and make
a full and exact statement to them of all work done or contemplated by him
of all money expended. He shall examine and certify to the correctness of
all bills and accounts for work and materials on or for any of the roads
or bridges of Anne Arundel County before the same shall be paid by the
County Commissioners, and no payment for such work or material shall
be made before the account therefor has been certified by the County Road
Engineer. He shall not purchase or order any materials of any kind what-
ever or make purchases of any description in the name of the County with-
out first making requisition therefor upon the County Commissioners and
securing their written approval of such requisition, and the County Com-
missioners may either purchase such materials themselves or direct and
authorize the County Road Engineer to do so. He shall make annually in
writing a detailed report to the County Commissioners of all work done
on the public roads and bridges for the year, together with the names of
all persons employed by him under his direction in performing such work,
and the amounts certified to be due them, which report shall be presented
to the said Commissioners on or before the fifteenth day of July for the
year ending the thirtieth day of the preceding June. The County Road
Engineer shall not be interested financially in any firm or corporation
from which any material is purchased by the county for roads or bridges,
nor shall he receive any commission or pecuniary profit whatever on said
purchases.
