4612 ARTICLE 21.

missioners in office shall order an election within thirty days from such
neglect, or failure to hold, and shall give ten days' notice of the time and
place of holding such election; and the president and commissioners for
the time being shall remain in office until such election shall be held.

334. The said commissioners shall have power to meet and adjourn
from time to time as they shall think proper, and at their first meeting
after an election for commissioner shall choose from their own body a
president, who shall preside at all their meetings, vote on all questions
before them, and remain in office until superseded by the appointment of
a new president; after a new election of a commissioner, they may also

choose from their own body, annually, a treasurer, and require him to give
bond in such penalty as they may prescribe; they may also appoint from
their own number (or other persons,) three judges and one clerk of elec-
tion, and administer to them the necessary oaths.

335. They may appoint a clerk and prescribe his duties, and allow
Mm such compensation as they may think proper; and all ordinances passed
by them shall be entered by the clerk in a book to be kept by him for that
purpose, which shall be open at all times for the inspection of any person
interested, and copies of all ordinances shall be set up in the most public
places in said town.

336. They may determine upon and regulate all matters relating to
the building of wharves in said town, regulate the moving of rafts, arks

and boats, and prevent all nuisances and obstructions in the waters of
the creek and harbor in front of the town.

337. They shall have full power and control over the streets, lanes and
alleys of Oxford, and may grant franchises for the use of the same, upon
such terms as may be beneficial to the interests of the town. They may
open, close, grade and level the same, and may cause all nuisances to be
abated and obstructions removed therefrom, and prevent encroachments
thereon by buildings or otherwise, at the expense of the person or body
corporate who caused such nuisance, obstruction or encroachments; they
may exact licenses from, and regulate the use thereof, by persons, for the
sale, barter or exchange of any article, or who are engaged in hiring
vehicles of any description, or with them are engaged in transporting
merchandise or other articles or provisions from point to point for profit,

or who make any exhibitions of any character intended to cause an assem-
blage of persons, and they may prohibit all games of chance, loud and bois-
terous gatherings, the use of obscene and profane language, and anything
calculated to disturb the public peace and good order of the town.
