purpose of locating, erecting, maintaining and operating said electric light
plant and system and the poles, wires, transformers, meters and other
apparatus used and to be used in connection therewith; provided, how-
ever, that any sale or disposition of said electric, light plant and system
and the exercise of any franchise to operate the same that may be granted
by The Commissioners of Oxford shall be subject to the approval of the
Public Service Commission of Maryland.

329. The limits of the said town shall be as described on a plat in the
office of the clerk of the circuit court for Talbot county, labelled Oxford
alias Williamstadt, surveyed and laid out by Philip Hemsley, surveyor,
appointed the twenty-fifth day of September, sixteen hundred and ninety-
five, plotted by a scale of ten perches in an inch.

330. Said commissioners shall be three in number; and all male inhab-
itants above the age of twenty-one years, who shall have had a bona fide
residence in said town for six months, and twelve months in the State
next preceding the election, or who shall be the holder of real property
within the limits of said town, and have resided six months in Talbot
county, and twelve months in the State, shall elect by ballot, on the first
Monday in June in each year, at such time and place as shall be desig-
nated by the commissioners, one person above the age of twenty-one years,
and who has resided in said town at least twelve months next preceding
said election, commissioner; the person so elected shall serve for a term
of three years; each of said three commissioners shall receive a salary of
twelve dollars a year.

331. The said election shall be held as shall, from time to time, be
directed by the ordinances of said corporation, not contrary to law.

332. Every commissioner, before proceeding to execute his office, shall
take an oath before one of the commissioners then in office, or before some
justice of the peace for Talbot county, that he will diligently and faith-
fully, according to the best of his judgment, perform the duties of com-
missioner of said town, without favor, partiality or prejudice; and a
certificate of such qualification shall be filed and recorded among their
proceedings.

333. If any of the said three commissioners, during the term for whick
he was elected, shall die, resign, remove from said county, or be otherwise
disqualified, an election shall be held to fill the vacancy; or if, from any
cause, the citizens of said town shall neglect or fail to hold an election for
commissioners, as required by this sub-title of this article, then the com-
