338. All the property of said town shall be vested in said commis-
sioners, and they may collect all wharfage due and taxes levied by them
as other taxes are collected.

339. They may lay out, mark and define the several streets in said,
town, may name them, and change the names at pleasure.

340. They may levy and collect taxes in said town not exceeding in
any year sixty-seven cents ($.67) on the hundred Dollars on the assessable
property in said town, and shall, once in three years, appoint an assessor,
who shall, under oath value and assess the property in said town in the
same manner and with like authority as County Assessors.

341. If the owner of any property assessed shall feel aggrieved by
such assessment, he may appeal to the commissioners, who may make such
deduction therefrom as may seem just and reasonable to them.

342. The Commissioners of Oxford shall appoint annually one or more
persons to perform the duties of bailiff, who shall be eligible to the office
of collector of taxes within the limits of the said town and who shall take
an oath before acting as bailiff before some justice of the peace of Talbot
County to faithfully perform his duties without favor, affection or par-
tiality, according to the best of his skill and judgment, and shall give bond
in the same manner and in the same penalty as constables of Talbot
County, and the Commissioners of Oxford, from time to time, may ap-
point assisting bailiffs for such term or terms as in their discretion they
may determine, who shall take the same oath and have the same powers
as the bailiff, except that they shall have no authority to collect amounts
due the corporation.

343. The bailiff shall preserve order, keep the peace, serve processes,
abate nuisances and execute all orders of the board of commissioners, and
shall have power to command the peace, arrest offenders, collect monies
due the corporation, and do all such other acts and perform such other
duties in matters pertaining to its government, within the limits of said
town, as may be ordained by the board of commissioners, as fully as a
constable.

344. The said Commissioners may pass such ordinances as they may
