4574 ARTICLE 21.

1906, ch. 458, sec. 97X.

216. All debts and obligations contracted by the commissioners of
Easton either in their corporate capacity or as individuals, for and on
behalf of the town, shall be assumed and paid by the Mayor and Council
of Easton.

217. All elective officers of the town of Easton shall, at the date of
their election, be qualified voters thereof. All appointive officers who are
not residents of the town of Easton at the time of their appointment or
qualification, shall become and remain residents during their incumbency
of the office to which they shall have been appointed.

218. The Chief of Police of the Town of Easton and if his subordi-
nates duly sworn and qualified, shall have the power and authority to
summon to his assistance, whenever he shall deem assistance necessary,
any citizen of the Town of Easton; and any citizen refusing to assist such
officer when so summoned or deputized shall be guilty of a misdemeanor,
and on conviction thereof before the Police Justice of Easton district shall
be fined a sum not less than one dollar nor more than ten dollars.

219. Whenever the Mayor and Council of Easton shall determine to
reconstruct the streets of the town of Easton, or to purchase or erect any
gas plant, electric light, heat and power plant, water plant or system of
sewers for the town and having submitted the proposition or propositions
to the legally qualified voters of the town at a regular or special election,
and a majority of said voters who vote for and against the proposition
have approved the same, then the Mayor is authorized and empowered to
appoint, by and with the consent of the Council, four of the legal voters
and freeholders of the town, not office holders, who, together with the
Mayor, shall constitute a Commission, which shall have charge of the
construction of such improvement and shall have power to advertise for
bids to do all or any part of the work and to furnish material; to make
contracts for doing all or any part of the work or for furnishing material;
to appoint such assistants as may be required, and to do all other things
which may be deemed necessary to be done to properly perform the duty
for which they were appointed, unless otherwise directed by the Mayor
and Council.

220. The illuminating gas furnished to the people in the town of
Easton by any person or persons, corporation or gas company, for which
a charge shall be made, shall have an illuminating power, with an open
burner, of not less than twenty (20) sperm candles, of six to the pound,
and burning at the rate of one hundred and twenty grains of spermacetti
per hour, tested at any place and at any distance from the place of manu-
