4550 ARTICLE 21.

1906, ch. 458, sec. 67. 1910, ch. 365, sec. 67 (p. 1170).

160. The Mayor, by virtue of his office, shall see that the ordinances
of the town are duly and faithfully executed; by and with the advice and
consent of the Council, he shall appoint a town attorney, chief of police
and town clerk, and such other officers as the ordinances of the town may
provide; he shall annually, on the first Monday in April, report to the
Council in writing the general state of the town, with an accurate account
of money received and expended, which said report shall be published in
one or more newspapers of said town, giving a full and particular state-
ment of all receipts and disbursements; he shall have power to remove any
of the officers appointed by him for neglect or violation of any duties per-
taining to their respective offices, and shall appoint others in their stead,
subject to confirmation by the Council, as in the case of original appoint-
ments ; he shall have general supervision of the town, and shall receive
for his services an annual salary of three hundred dollars; he shall by and
with the consent of the Council appoint three citizens of known integrity,
experience and sound judgment, one of whom shall be a physician, who
together with the Mayor and town attorney, shall constitute the board of
health, and as such shall have all the authority within the limits of said
town that is now or may be hereafter vested in the health officers of Talbot
County, or in inspectors of the State Board of Health, or that may be
vested in them by the charter and ordinances of said town. The members
of the said board shall hold office for two years from the date of their
respective appointments, and until the qualifications of their successors,
and shall receive such compensation for their services as may be allowed
by ordinance.

161. The Mayor, by and with the advice and consent of the Council,
shall annually on or before the first Monday in June, appoint a compe-
tent person to be Chief of Police, who shall hold his office until the first
Monday in June following his appointment and until the qualification
of his successor, unless sooner removed as authorized by law. The Chief
of Police, together with such deputies or other policemen as may be ap-
pointed, shall see that all ordinances are enforced and they shall have
power to arrest any person or persons for the violation of town ordinances
wherein an arrest for violation is provided, and in addition thereto they
shall perform such other duties as are now or may hereafter be prescribed
by the laws relating to said town and by the ordinances thereof, and shall
have all and. the same powers and functions that constables of Talbot
County now have or may hereafter possess as conservators of the peace.
The Chief of Police shall give bond to the State of Maryland, executed
by a surety company, licensed to do business in the State of Maryland,
to be approved by the Mayor in the sum of five hundred ($500) Dollars,
conditioned for the faithful performance of his duties as Chief of Police,
and the premium of said bond, if any there be, shall be paid out of the
town treasury. The Chief of Police shall report at all regular meetings
