of the Council for the purpose of furnishing any desired information con-
cerning any of the affairs of the town or upon matters which may be under
consideration by the Mayor and Council.

162. The Mayor and Council shall have power to pass al! such ordi-
nances as are herein directly or impliedly authorized, and not contrary
to the Constitution and laws of this State, as they may deem necessary for
the good government of the town; they may pass ordinances to prevent,
remove and abate all nuisances and obstructions on or from the sidewalks,
streets, lanes, alleys, drains, or water courses, or on or from any lot within
the limits of the town; to remove or cause to be removed or repaired any
house or other buildings on any parts thereof that may in their judgment
become dangerous; to cause the streets, lanes and alleys to be paved,
graded, straightened, widened, drained or sewered; to cause the sidewalks
along the public streets and highways of said town to be graded, paved,
repaired or improved, curbs to bet set and gutters to be laid; to provide
pest houses within or without the town and to provide for the government
of the same; to suppress vagrancy; to protect and preserve the health of
the citizens and the property rights and privileges thereof; to prevent the-
storage of explosive or combustible matter in such quantities or places
within the town as they may deem dangerous; to provide for the appoint-
ment of a keeper for the town scales and define his duties; to regulate and
provide for licensing pawnbrokers, peddlers of nostrums, notions, patents,
secret or pretended inventions and remedies on the streets, lanes or side-
walks of the town; to regulate and provide for the issuing of licenses or
permits for all hawking, peddling and vending of goods, wares, merchan-
dise and produce of every description on the streets, lanes, alleys or side-
walks, and to issue licenses to all carts, drays, wagons and other vehicles
and itinerant peddlers who go from house to house to vend or sell goods,
wares, merchandise or produce; for the preservation of peace and good
order, securing persons and property from violence, danger or destruction;
for the suppression and restraint of vice; for the assessment or re-assess-
ment from time to time of all kinds of property and securities in said town
on which State and county taxes are or may be levied, and for the levy
and collection of a tax thereon for the general purposes of the corporation
not exceeding in any one year fifty cents to every one hundred dollars of
assessable property; to fix and pay the compensation of the chief of police,
town clerk and such other officers, agents or servants as may be employed
by the corporation; to suppress the practice of firing and discharging fire-
arms, fire crackers, rockets, torpedoes and other explosives, either by pro-
hibiting the sale thereof or otherwise; to restrain and prohibit gunning;
to provide for licenses regulating or restraining circuses or tent shows,
theatrical or other public amusements, bowling alleys, billiard and pool
tables, and all other games of amusement run for profit within the town
limits; to establish day and night police, and to provide for the lighting
of the streets; to provide for and regulate the sweeping of chimneys, and
