155. The Council shall consist of five members and shall hold office
for two years, or until the qualifications of their successors, and no one
shall be eligible to election to the Council who has not been a resident of
the town and a qualified voter in one of the election precincts centering
in the town of Easton for at least two years next preceding his election,
and a resident of the ward for which he is elected for at least one year
next preceding his election, and each Councilman shall receive for his
services the sum of fifty dollars ($50) per year.

156. The Mayor before entering upon the duties of his office shall make
the oath or affirmation hereinafter prescribed before some justice of the
peace of Talbot county.

157. The members-elect of the Council shall meet on the third Mon-
day in May succeeding their election and shall each take before the Mayor
the oath or affirmation herein prescribed for the Mayor, and they shall
meet on the third Monday in each and every month thereafter, and the
Council may hold such special meetings as they shall deem necessary and
proper; and the Mayor or president of the Council may call such meet-
ings as he may deem necessary and proper.

158. The president of the Council shall, if present, preside at all meet-
ings of the Council and he shall act as Mayor during the absence from
town or the temporary incapacity of the Mayor; and in case of the Mayor's
death, resignation, removal from town, permanent incapacity or removal
from office, he shall become Mayor. In the absence of the president of the'
Council from any meeting of the Council, the members present shall elect
one of their number to act as president.

159. Whenever a vacancy shall occur in the office of president or any
member of the Council, through any cause whatsoever, the Mayor shall
proceed forthwith to order an election to fill the vacancy, and said election
shall be held and conducted in all respects as regular elections are con-
ducted, after not less than ten days' notice thereof in one or more news-
papers published in the town of Easton, or by hand bill, or both. If the
Mayor-elect or any member-elect of the Council shall fail to take the oath
prescribed, on or before the second regular meeting after his election, such
failure may be deemed a refusal to act; and if the Mayor or any member
of the Council shall remove from the town, or from any cause become per-
manently incapacitated to act as such officer, such removal or permanent
incapacity shall create a vacancy.
