1929, ch. 261, sec. 3.

305. Immediately after the passage of this Act or as soon thereafter as
practicable, and each two years thereafter, the Board of County Com-
missioners of Anne Arundel County shall appoint, upon the recommenda-
tion of the Herald Harbor Citizens Association, Inc., its successors and
assigns, a committee of five residents of the aforesaid special tax district,
who shall serve without compensation and who shall be duly qualified
voters of the Second Election District of Anne Arundel County, and tax-
payers owning real estate in the said special tax district, which said com-
mittee shall be known as the Herald Harbor Civic Board. The members
of said Board shall within ten days after they are appointed qualify by
taking the oath prescribed by Section 6, Article 1, of the Constitution of
the State, before the Clerk of the Circuit Court for Anne Arundel County,
the said members of said Civic Board shall be subject to removal at the
pleasure of the County Commissioners. In case of a vacancy, death, re-
moval, or refusal to act, the Board of County Commissioners shall fill
said vacancy as scon as practicable, said vacancy to be also filled upon
the recommendation of the Herald Harbor Citizens Association, Inc. The
said Civic Board, as provided for above, shall inspect said roads in said
tax district and shall annually, or oftener if necessary, make such recom-
mendations to the Board of County Commissioners with reference to the
administration of this Act as may appear necessary.

1929, ch. 261, sec. 4.

306. At the time of making the annual levy, the said County Commis-
sioners shall levy on all assessable real property liable to taxation within
the limits of the said special tax district as above designated, a road tax
not in excess of one dollar on each one hundred dollars, which said road
tax shall be expended in said special tax district as provided for above,
which tax shall be a special tax in addition to the general taxes provided
for by law. The Treasurer of Anne Arundel County is hereby author-
ized to retain from the amount realized from the special tax levy as herein
provided, an amount to cover administrative costs from said fund not
to exceed five per cent, of the amount collected.

HIGHLAND BEACH.

1922, ch. 213, sec. 1.

307. The inhabitants of Highland Beach, in Anne Arundel County,
Maryland, are hereby incorporated and created a corporate body under
the name and style of "The Commissioners of Highland Beach," and by
that name shall have perpetual succession, sue and be sued, plead and
be impleaded in any court of law or equity whatsoever, may purchase and
hold real, personal and mixed property, and may sell and convey the
same for the benefit of said town, and may have and use a common seal,
and alter the same at pleasure.
