452 ARTICLE 2.

1922, ch. 213, sec. 2.

308. The ground included within the boundaries of the said town of
Highland Beach shall be all that ground which was included in a deed
from Robert Moss, trustee, and Daniel Brashears and wife to Joseph H.
Douglass, dated the 10th of April, 1893, and recorded among the Land
Records of Anne Arundel County in Liber S. H. No. 43, folio 346, etc.

1922, ch. 213, sec. 3.

309. The legal voters of Highland Beach who have resided within the
corporate limits of Highland Beach six months preceding an election, and
all persons who own any interest in real estate in said town, of the age of
twenty-one years and upwards, shall elect by ballot the last Saturday in
July of each year, commencing the last Saturday in July of the year 1923,
Commissioners of the said town of Highland Beach. And until the last
Saturday of July, 1923, Dr. Milton A. Francis, Osburn T. Taylor, Ed-
win B. Henderson, Haley G. Douglass and Eula Rose Grey shall be, and
they are hereby constituted Commissioners of the said town of Highland
Beach. That any three of said Commissioners shall constitute a quorum
for the transaction of business. The said Commissioners shall meet on
the first Saturday in August of each year from and after the year 1923
and take the oath of office to support and maintain the Constitution and
laws of the United States and the State of Maryland, and to perform the
duties of their offices as Commissioners of Highland Beach, to the best
of their ability, without fear, favor, affection or partiality. They shall,
thereupon, choose one of their number as presiding officer and he shall
act as the executive officer of the said Commissioners and as Mayor of the
town of Highland Beach. The said Commissioners shall also choose, not
necessarily from the members thereof, a secretary and treasurer who
shall continue in office during the term for which said Commissioners are
elected, unless sooner removed for cause by said Commissioners, and the
said Commissioners shall require from the said treasurer a bond, in pen-
alty to be fixed by them, conditioned to the faithful discharge of his duties
as such. In case of the absence of the presiding officer from any meeting
of said Commissioners they may choose from among their number a presi-
dent pro tempore, who shall preside at such meeting. The treasurer shall
in no case pay out any money except upon the written order of the Mayor
or executive officer of the corporation, countersigned by the secretary; and
every officer of the corporation shall promptly upon the termination of
his office, turn over to his successor all property or money pertaining to
his office, upon the demand of such successor. All records shall be public
and open to inspection at reasonable hours by any citizen of Highland
Beach. In case of removal for cause of any officer, the Commissioners
may appoint a successor to act during the pleasure of the Commissioners
or until the election and qualification of a successor. All moneys in the
hands of the treasurer shall be applied to the payments of orders drawn
by the Mayor, in the order in which they are drawn, if seasonably pre-
sented by the legal holders thereof for payment; but corporation orders
