18. Any justice of the peace of said county, or any person authorized
by a justice of the peace, may apprehend, or cause to be apprehended, and
commit to said almshouse, any rogues, vagrants, vagabonds, beggars and
other idle, dissolute and disorderly persons, who follow no labor, trade or
occupation, and have no visible means of subsistence, found loitering or
residing in said county, there to be kept at hard labor for any time not
exceeding three months.

19. If any person shall sell or dispose of any strong liquor, or any
other thing, to, or purchase any thing from, any inmate of said almshouse,
he shall forfeit the sum of twenty-five dollars.

20. All sheriffs, constables and other officer shall aid the said trustees,
and the officers and servants appointed by them, in the discharge of their
.respective duties.

21. If any person shall at any time be sued or prosecuted for any
matter or thing done in pursuance of this sub-title of this article, or any
matter or thing herein contained, he may plead the general issue and give
the special matter in evidence; and if upon trial verdict shall be found
for the defendant, or if the plaintiff shall be non-suited or discontinue, the
defendant shall recover treble costs; and if the plaintiff shall be unable
to pay them, they shall be paid by the attorney who brought or prosecuted
the suit, unless the plaintiff shall give security for such costs, approved
by the court.

22. All fines and forfeitures imposed by this sub-title of this article
shall be applied, one-half to the informer, the other half to the use of the
almshouse.

23. The County Commissioners of Talbot County are hereby author-
ized and empowered, in their discretion, to erect, establish and maintain
a county home, almshouse or asylum for the poor, needy, feeble-minded or
insane, or any of the said class or classes of persons.

24. For the purpose of carrying into effect the provisions of Section
23 of this subtitle the County Commissioners for Talbot County are here-
by authorized to acquire such a site or location and of such size and di-
mensions as to them may seem proper and most expedient, and to pay for
the same by the moneys acquired, as hereinafter provided.*
