beginning; the courses above mentioned being taken from a survey made
February 15, 1927. Provided, however, that all unimproved land em-
braced in this extension of the corporate limits of said town of Sudlers-
ville shall be exempt from all town and municipal taxes and assessments
until the year succeeding the erection of building improvements thereon.

403. The justices of the peace, resident in said town, are hereby de-

clared to be conservators of the peace of said town, and it shall be their

duty to order the arrest of any person found breaking the peace or dis-
turbing the quiet and order of said town, or violating any of the ordi-
nances made by the commissioners for securing the safety of the property

or lives of the inhabitants of said town, and shall have power to require
any person so offending to give security to keep the peace, or in default
thereof, may commit such person to the county jail for not more than
forty-eight hours, and in addition thereto may for the commission of

said offence impose a fine on such person of not more than five dollars;
and such person in default of payment thereof may be commited to the

county jail for a period of not more than five days. All fines, penalties
and forfeitures under this subtitle of this article, and not otherwise pro-
vided for, shall be recovered before a justice of the peace for said county
resident in said town, in the name of the commissioners, and applied to
the benefit of said town; and in all such proceedings the bailiff shall have
the same power to proceed in the same manner and have the same fees as

constables, and for police duties shall be entitled to the same fees as con-

stables, and all process shall be returnable before some justice of the peace,
resident in said town.

404. In addition to the power conferred upon the Commissioners of
Sudlersville by laws heretofore passed, The Commissioners of Sudlers-
ville shall have full power to contract with any firm, corporation, indi-
vidual, or group of individuals for such period of time as the Commis-
sioners of Sudlersville may bv ordinance provide, for the introduction in
the town of Sudlersville of water pipes, mains, pumping stations and res-
ervoirs, for the use of the said corporation, its streets and alleys, and for
the use of the residents of said town of Sudlersville, and by ordinance to
grant franchises to any such firms, corporations, individuals, or groups
of individuals to lay water pipes or mains, erect pumping stations and
reservoirs for the purpose of supplying said municipal corporation or the
residents of the town of Sudlersville water; and the ordinances or con-
tracts granting such franchise or franchises shall specifically set out the
nature, right and character of same, and no power or right not expressed
in the franchise or grant shall pass thereunder.
