Commissioners against said county, and he shall be allowed to charge such
persons the sum of ten cents for every such oath or affirmation so admin-
istered.

188. The county commissioners may levy on the assessable property
of said county, for the use of the commissioners of the town of Centreville,
annually, such sum of money as in their judgment may be just and
equitable, to assist the said town commissioners to keep the roads and
streets in said town in proper repair and order; the same to be paid to
the proper officer of the town commissioners, who are invested with the
control thereof.

189. It shall and may be lawful for the county commissioners to
appoint one of their number as treasurer, and when so appointed, the said
treasurer shall give bond to the State of Maryland in the penalty of
twenty thousand dollars, conditioned for the faithful discharge of the
duties of said office, and shall receive such compensation as said commis-
sioners may determine, not exceeding two per cent, on the amount of
money distributed.

190. They are authorized and empowered to make such by-laws, rules,
orders and regulations (not inconsistent with the laws of this State,) as
shall be necessary for the protection of bridges in Queen Anne's County;
and any person violating any of the said by-laws, rules, orders or regu-
lations relating to the rate of speed, by driving over any of the bridges
in said county at a rate of speed faster than a walk, shall forfeit and
pay to the said county commissioners the sum of one dollar for each and
every such offence, to be recovered before any justice of the peace in said
county, in the name of the county commissioners; and on refusal to pay
said fine and costs, he shall be committed by such justice of the peace to
the jail of Queen Anne's County until the same are paid.

191. All fines collected under the preceding section shall be paid to
the county commissioners of Queen Anne's County; and they are author-
ized to use such money for the purpose of keeping the bridges in the county
in repair.

192. Before any deed for the conveyance of real estate in Queen
- Anne's County shall be received for record by the Clerk of the Circuit
Court thereof, the person offering said deed for record shall submit the
same to the Clerk of the County Commissioners of said County, who shall
thereupon make transfer on the County assessment books of the said
property to the name of the new owner or owners thereof, and as evidence
of said transfer, shall stamp upon the deed his certificate thereof, and no
