PRINCE GEORGE'S COUNTY. 4089

"Town of Takoma Park" is a party as they now have in cases where the
State of Maryland is a party.

1929, ch. 169, sec. 6.

952. (A) The Council shall annually appoint a Clerk, a Treasurer, a
Superintendent of Public Work and a Chief Police Officer.

(B) The clerk shall keep minutes of the proceedings of the Council
and shall preserve the same in a good and substantial manner and such
records shall be open to the inspection of all persons interested therein;
he shall be custodian of the records of the town.

(C) The treasurer shall receive and collect all general and special taxes
and all other moneys whatsoever due the town and shall disburse the same
as directed and authorized by the Council; he shall submit a detailed
monthly and annual report of all money received and disbursed.

(D) The Superintendent of Public Work, under the direction of the
Mayor and Council, shall have direct charge of all public work of the
town; he shall be custodian of the general property of the town, machinery,
tools, motor equipment, etc., and shall be responsible for its care, use and
up-keep; he shall have charge and direction of the working forces of the
town and shall oversee any work performed under contract; he shall at-
tend the meetings of the Council and shall advise the Mayor and Council
as to the condition of the public work; he shall incur no expenditure of
public funds except as authorized by the Mayor and Council.

(E) The Chief Police Officer shall act under the immediate direction
of the Mayor and shall perform such duties as the latter may direct. He
shall preserve the peace, prevent disorderly or irregular meetings and shall
enforce all ordinances of the town; he shall serve such notices and process
required by this Charter or by any ordinance passed by virtue thereof, as
directed, and may be allowed the same fees therefor as are allowed for like
service in the State or County.

(F) The Council may also appoint such other officers, including addi-
tional police officers, as may be necessary to carry out the provisions of
this Charter; the Mayor, in cases of emergency, may appoint special police
officers for such periods, not exceeding thirty days, as he may deem neces-
sary.

(G) The Council may allow any of the officers of the town such com-
pensation for their services as may be deemed reasonable, and may appoint
the same person to perform the duties of more than one office.

(H) The Council and all other officers of the corporation shall, before
they enter upon the duties of their respective offices, take an oath that they
will support the Constitutions of the United States and the State of Mary-
land, and that they will diligently and faithfully discharge the duties of
their offices without favor, partiality, or prejudice.

(I) The Council may require any of its officers to give bond in such
penalty and with such sureties as they may deem necessary, conditioned
for the faithful performance of their duties. Said bond shall be filed with
the Mayor. When any officer wilfully fails to discharge any duty of his
