4088 ARTICLE 17.

(D) The Council is further authorized to promulgate, by ordinance,
rules and regulations not inconsistent with the provisions of this Act, re-
lating to the registration herein provided.

(E) Any person who shall wilfully swear falsely before such registra-
tion officers in order to procure his name, or that of any other person to be
removed from or placed on the registration list, shall be guilty of the
crime of perjury, and shall be liable for presentment and indictment there-
for in the Circuit Court of Montgomery County, and on conviction there-
of shall be fined not less than one hundred dollars ($100.00) or be con-
fined in the penitentiary of the State for not exceeding one (1) year, or
may be both fined and imprisoned, in the discretion of the Court.

951. (A) The Council shall meet at some convenient place in. said
town on or before the first Monday in June next succeeding their election,
and as often thereafter as may be necessary to discharge the duties of their
office; not less, however, than once in every month. A majority of the
Council shall constitute a quorum for the transaction of business and the
Council shall pass rules and by-laws for their own government while in
session; upon a tie vote the vote of the Mayor shall be deciding; in the
absence of the Mayor at any meeting the members of the Council present
shall elect one of their own number to provide during his absence who, for
the time being, shall be clothed with all the powers and authority of the
Mayor.

(B) The Mayor, as executive officer of the town, shall be charged with
enforcement of the laws and ordinances of the municipality; he shall an-
nually appoint such standing committees and from time to time such
special committees as the Council may determine and shall designate the
chairman and the members thereof, and may change such chairman or
members as his judgment may determine; he shall have general supervi-
sion of the administration and officers of the town and for reasons to him
good and sufficient may suspend any officer from duty, setting forth the
reasons for such suspension to the Council for its action, not later than its
next regular meeting after such suspension; he shall submit to the Coun-
cil, from time to time, such recommendations as, in his judgment, will
advance the general interests of the town; he shall preside at all meetings
of the Council and shall call such special meetings as he may deem neces-
sary; he shall administer the oath of office to the members of the Council
and to the officers of the town. The Mayor shall have all the powers of a
Justice of the Peace in criminal cases where the Town of Takoma Park
is a party. He shall receive the same fees as Justices of the Peace are
allowed for similar service, and an appeal from his judgment may be
taken to the Circuit Court for Montgomery County, which Court shall
hear and determine the matter as upon appeal from a Justice of the Peace;
provided, however, that the Justice of the Peace residing in said town
shall have the same power to hear, try and determine cases where the
